The Head of Government oversees the signing of an agreement crowning the positive outcomes of social dialogue in the higher education sector

The agreement concerns strengthening governance mechanisms, motivating research professors in higher education, and activating the plan to accelerate the transformation of the higher education, scientific research, and innovation system .
Mr. Aziz Akhannouch, The Head of Government, chaired, on Thursday, October 20, 2022 in Rabat, the signing ceremony of an agreement between the government and the National Syndicate of Higher Education, aimed at rehabilitating and improving the higher education system, including rehabilitation, enhancing the attractiveness of the research professor's profession, opening up to Moroccan competencies abroad, ensuring better working conditions for his benefit, valuing his efforts in the fields of teaching, research and supervision, and strengthening the status of universities and qualifying them to attract competencies. 
The agreement was signed by Mr. Abdellatif Miraoui, Minister of Higher Education, Scientific Research and Innovation, Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in charge of the budget, and Mr. Mohamed Jamal Eddine Sebbani,  Secretary General of the National Union of Higher Education.
 

Mr. Aziz Akhannouch, The Head of Government, stressed that the promotion of the higher education sector and the strengthening of the competencies of the Moroccan university depend on the involvement of professors of higher education and scientific research in its success, noting the work carried out by professors of higher education in the Maghreb frameworks.
 

 

He added that the national plan to accelerate the transformation of the higher education, scientific research, and innovation system, prepared by the Ministry of Higher Education, Scientific Research and Innovation in a participatory manner, has a strategic dimension, and derives its essence from the strategic directives of the new development model, and aims to translate the priorities of the government program, especially in its part related to the development of human capital. 
The terms of the agreement are divided into three main axes, related to strengthening governance mechanisms at the level of higher education institutions by reviewing Law 00-01 regulating higher education, motivating research professors in higher education, and valuing their efforts, and activating the plan to accelerate the transformation of the higher education, scientific research and innovation system.
Thanks to this agreement, a new system for the faculty of research professors will be established that enshrines merit and competence. The agreement also provides for improving the financial situation of the faculty of research professors in higher education and institutions of higher training cadres, by reviewing the compensation system vested in them, so that these compensations will be paid over a period of 3 years, starting from the beginning of January 2023.
Under this agreement, the comprehensive pedagogical reform will also be launched at the beginning of the 2024-2023 university season, with the opening and encouragement of training paths that are compatible with the priorities of the productive sectors and the specificities of the territorial areas.
In addition to the Head of Government, the meeting was attended by Mr. Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment, and Competencies, Mr. Abdellatif Miraoui, Minister of Higher Education, Scientific Research and Innovation, Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance, in charge of the budget, Ms. Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform, as well as representatives of the National Union of Higher Education.
