The Prime Minister presided over the signing ceremony of a partnership agreement between the government and the CDG for the upgrade of 6 football stadiums and the construction of a new stadium

  • The upgrade of 6 football stadiums in 6 cities to host the 2025 African Cup of Nations and the 2030 World Cup;
  • The construction of a new stadium in Benslimane with an investment budget of 5 billion dirhams from 2025 to 2028.

In accordance with the HIGH Royal High Directives to ensure the Kingdom's successful hosting of the final phases of the 2025 African Cup of Nations and the 2030 FIFA World Cup, the Head of government, Aziz Akhannouch, presided over the signing ceremony of a partnership agreement between the government and the Deposit and Management Fund on Friday, October 20, 2023, in Rabat. This agreement is for the financing of the program to upgrade 6 football stadiums selected in accordance with the High Royal Directives in the cities of Tangier, Casablanca, Rabat, Agadir, Marrakech, and Fez, as well as the construction of a new stadium in Benslimane.
The agreement was signed by Chakib Benmoussa, Minister of National Education, Preschool, and Sports, and Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, on one side, and Khalid Safir, the Director manager of the Deposit and Management Fund, on the other side.
This agreement is part of the far-sighted vision of His Majesty King Mohammed VI, may God assist him, to further develop the Kingdom’s football infrastructure, and to bring the six stadiums involved in the upgrading and modernization operation in compliance with the standards of the Confederation of African Football (CAF) by 2025, and those of the International Federation of Association Football (FIFA) by 2028. These stadiums include the Grand Stade de Tangier, the Mohammed V complex in Casablanca, the Prince Moulay Abdallah Sporting Complex in Rabat, the Grand Stadium of Agadir, the Grand Stadium of Marrakech and the Sporting Complex of Fez.
 

With this agreement, the government will have secured the sources of funding for the upgrade and construction of the stadiums that will host the final phases of the 2025 African Cup of Nations and the World Cup 2030. Under the terms of the agreement, a budget of approximately 9.5 billion dirhams will be mobilized for implementing the investment projects related to the upgrade of these stadiums in compliance with CAF standards from 2023 to 2025. A second upgrade will be carried out in a subsequent phase, in compliance with FIFA standards, with a budget ranging from 4.5 to 6 billion dirhams, over the period from 2025 to 2028.
The agreement signed between the government and the Deposit and Management Fund also covers the construction of a new stadium in Benslimane (Casablanca-Settat Region) with an investment budget of approximately 5 billion dirhams from 2025 to 2028.
The Head of Government stated on this occasion that Morocco's hosting of the 2025 African Cup of Nations and the 2030 World Cup jointly with Spain and Portugal is a culmination of the development process led by His Majesty the King, may God assist him, over more than two decades, and recognition of the Kingdom's special place among the great nations. He assured that the government remains committed to realizing these investment projects and creating all the conditions ensuring full success to the organization of the 2025 African Cup of Nations and the 2030 World Cup by our country.
Participating in the signing ceremony were Mr. Youssef Belkacmi, President of Municipal Administration of the National Company for the Development and Management of Sports Facilities, Ms. Zineb Benmoussa, General Director of the National Agency for Public Facilities, and Mr. Younes Shimi, Secretary-General of the Ministry of National Education, Preschool, and Sports.
