Government Council Meeting of Thursday, December 21, 2023

The government held a meeting of the Government Council on Thursday, Joumada II 7, 1445, corresponding to December 21, 2023, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. The meeting was dedicated to the discussion of several legal texts and the consideration of proposals for appointments to high-level positions in accordance with Article 92 of the Constitution.

  • At the beginning of the council's proceedings, the Government Council examined and adopted the draft decree No. 2.23.700 setting specific accounting rules for condominium owners, in application of Law 18.00 concerning the status of condominiums in built-up areas. The presentation was made by the Minister of National Territorial Planning, Urbanism, Housing, and City Policy, Fatima Ezzahra El Mansouri.
  • Subsequently, the Government Council approved the draft decree No. 2.23.922 establishing the attributions and organization of the Department of Energy Transition, taking into account raised observations. The presentation was made by the Minister of Energy Transition and Sustainable Development, Leila Benali.
  • The Government Council also examined and approved the draft decree No. 2.23.923 establishing the attributions and organization of the Department of Sustainable Development, presented by the Minister of Energy Transition and Sustainable Development, Leila Benali.
  • Regarding the draft decree No. 2.23.1118 amending and supplementing decree No. 2.06.574 on the implementation of the Value Added Tax (VAT) as outlined in Chapter III of the General Tax Code (GTC), the Government Council decided to postpone its examination to a later meeting.

Finally, considering the government's emphasis on activating the Blue Economy program, with a financial contribution of $350 million from the World Bank, focusing on improving governance, developing resilience, and encouraging multisectoral planning, the Head of Government invited the Ministry of Economy and Finance to prepare for an upcoming meeting of the Interministerial Commission for Blue Economy Development (CIDEB).
 

The Government Council concluded its proceedings by approving proposals for appointments to high positions in accordance with Article 92 of the Constitution. The following appointments were made:

  • Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests:
    • Noureddine Kessa, Director of the Regional Office for Agricultural Development (ORMVA) of Souss-Massa.
  • Ministry of Higher Education, Scientific Research, and Innovation:
    • Ahmed Belmoudden, Dean of the Faculty of Sciences in Agadir.
    • Hamid Rguibi Idrissi, Director of the Laâyoune Higher School of Technology.
    • Abdelilah Briksi, Dean of the Faculty of Arts and Humanities in Ain Chock Casablanca.
  • Ministry of Energy Transition and Sustainable Development:
    • Ali El Ghazi, Director of the Central Purchasing and Development Agency for the Tafilalt-Figuig mining region.
  • Ministry of Industry and Commerce:
    • Tarik El Malki, Director of the ISCAE Group.
