Meeting of the Government Council on Thursday, October 26, 2023

The government held a meeting of the Government Council on Thursday, 19 Rabi' Al-Awwal 1445, corresponding to October 26, 2023, under the chairmanship of Mr. Aziz Akhannouch, the Head of the government. The meeting was dedicated to the examination of several legislative texts and the discussion of proposed appointments to high-level positions in accordance with Article 92 of the Constitution.

  • At the beginning of the meeting, The Government Council examined and approved bill No. 41.23 regarding the cancellation of arrears owed to the National Social Security Fund (CNSS), in connection with the expansion of mandatory basic health insurance (AMO) to cover all categories of professionals, self-employed workers, and unemployed individuals engaged in private activities who are subject to this system and have accumulated payment arrears. This has led to the accumulation of debts, arrears, and fines. The project was presented by the Minister of Health and Social Protection, Khalid Aït Taleb, on behalf of the Minister Delegate for Budget, Fouzi Lekjaa.
  • Next, the Government Council adopted bill No. 57.23 regarding the approval of Decree-Law No. 2.23.870 of 18 Rabii I 1445 H (October 4, 2023), establishing the High Atlas Development Agency. The bill was presented by the Minister Delegate for Relations with Parliament and Government Spokesperson, Mustapha Baitas, on behalf of the Minister Delegate for Budget, Fouzi Lekjaa.
  • The Government Council also approved draft decree No. 2.23.919 concerning the marking servitudes established around airports and along air routes. The draft was presented by the Minister of Transport and Logistics, Mohammed Abdeljalil.
  • Similarly, the Government Council approved draft decree No. 2.23.965 concerning the implementation of Article 23 of Organic Law 065.13, which pertains to the organization and conduct of government work and the status of its members. This decree deals with the government's review of legislative proposals, taking into account the raised observations. It was presented by the Minister Delegate for Relations with Parliament and Government Spokesperson, Mustapha Baitas.
     

The Government Council concluded its proceedings by examining and approving the proposed appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of National Territorial Planning, Urbanization, Housing, and City Policy - Department of Territorial Planning :
    • Mr. Abdelbaki Elhassani, Regional Inspector for Urbanization, Architecture, and Territorial Planning in the Oriental region.
    • Mr. Mustapha El Arich, Director of the Safi-Youssoufia Urban Agency.
  • At the Ministry of Agriculture, Fisheries, Rural Development, Water, and Forests - Department of Agriculture :
    • Mr. Reda Ayouch, Director of Strategy and Statistics.
  • Regarding the Ministry of Higher Education, Scientific Research, and Innovation :
    • Mr. Ahmed Mouchtachi, President of Moulay Ismail University in Meknes.
    • Mr. Belaid Bougadir, President of Cadi Ayyad University in Marrakech.
    • Mr. Azzedine Azem, President of Chouaib Doukkali University in El Jadida.
    • Mr. Abdeljalil Krifa, Dean of the Faculty of Arts and Humanities in Marrakech.
