Meeting of the Government Council on Thursday, December 7, 2023

The Government Council held a meeting on Thursday, Joumada I 23, 1445, corresponding to December 7, 2023, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. The meeting was dedicated to the discussion of various legal texts and the consideration of proposals for high-level appointments in accordance with Article 92 of the Constitution.

  • At the beginning of the session, the Government Council examined and approved two decree projects related to the Mandatory Health Insurance System (AMO), presented by Mustapha Baitas, Delegate Minister in charge of Relations with Parliament and Government Spokesperson, on behalf of Khaled Ait Taleb, Minister of Health and Social Protection. These projects are:
    • Decree Project 2.23.690 implementing Law No. 60.22 on the mandatory basic health insurance system for individuals capable of paying their contributions and not engaged in any paid or unpaid activity;
    • Decree Project 2.23.866 amending Decree No. 2.22.797 (November 29, 2022), implementing Law No. 65.00 on mandatory basic health insurance (AMO) for individuals unable to cover contribution costs.
  • Subsequently, the Government Council adopted Decree Project 2.23.751 outlining the duties and organization of the Ministry of National Territorial Planning, Urbanism, Housing, and City Policy.
  • The Government Council also approved Decree Project No. 2.23.720 concerning the National Marine Aquaculture Council. This project was presented by the Minister of Tourism, Handicrafts, and Social and Solidarity Economy, Fatim-Zahra Ammor, on behalf of the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mohamed Seddiki.
     

The Government Council examined the cooperation agreement in the field of civil protection between the Kingdom of Morocco and the Portuguese Republic, signed in Lisbon on May 12, 2023, along with the approval of the said agreement under Bill No. 40.23. Both texts were presented by the Minister of the Interior, Abdelouafi Laftit, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Expatriates Abroad, Nasser Bourita.

The Government Council approved nominations for higher positions in accordance with Article 92 of the Constitution. The following appointments were made: 

  • At the General Secretariat of the Government:
    • Ahmed Zejjari, Director of Legal Studies and Research.
    • Mourad El Fadil, Director of Translation, Documentation, and Blogs.
    • Mohamed El Ghazlani, Director of Legislation and Regulation.
    • Abderrahim Menaam, Director of Regulated Professions and Professional Organizations.
    • Mohamed Reda Aamar, Director of Associations.
  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Mohcine Bennani Mechita, Dean of the Larache Multidisciplinary College.
    • Nabil Saffaj, Dean of the Ouarzazate Multidisciplinary Faculty.
