The Head of Government chairs the signing ceremony of the minutes of agreement on the fundamental system for employees of the education sector

  • Granting the status of a public employee to all employees of the education sector, and fixing the weekly teaching hours for the teaching staff;
  • Authorizing a monthly allowance of 1000 MAD for employees ranked in exceptional echelon (off scale), from echelon 3 instead of 5;
  • Increase in the additional allowance of aggregated teachers by a net monthly amount of 500 dirhams, to be included in the pension;
  • Increase in additional allowance for planning and guidance counselors in by a net monthly amount of 300 MAD;
  • Creating an exceptional echelon classified off the scale for the benefit of executives whose career ends at the exceptional echelon (off the scale).

On Tuesday, the Head of Government, Mr. Aziz Akhannouch, chaired in Rabat, via videoconference, the signing ceremony of the minutes of agreement on the fundamental system for employees of the education sector, after the tripartite ministerial committee, together with representatives of educational unions, reached an agreement on amendments related to the educational and financial aspects of education sector employees, to actually implement the road map for public school reform, within the framework of the government’s dynamic that places the student at the heart of the reform process.

The minutes of the agreement, entitled “A quality public school for all,” were signed by Mr. Chakib Benmoussa, Minister of National Education, Preschool and Sports, Mr. Younes Skouri, Minister of Economic Inclusion, Small Enterprises, Employment and Skills, and Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in Charge of the Budget, as well as the social partners of the Government, representatives of: the National University of Education UMT, the National Union of Education CDT, the Liberal University of Education UGTM, the National University of Education FNE, and the National Union of Education FDT.
Based on the outcomes of the meetings held by the tripartite ministerial committee with the most representative educational unions, within the framework of sectoral social dialogue, characterized by seriousness and responsibility in dealing with various requests and accumulated files, while seeking to address them in an effective and efficient manner, and to promote the outcomes included in the agreement dated December 10, 2023, it was agreed to:

  • Grant the public employee status for all employees in the education sector, subject to the requirements of the fundamental system of public employment;
  • Fix the weekly teaching hours of teaching staff, upon decision of the government authority in charge of national education and after consulting the Permanent Committee on the renewal and adequacy of programs and curricula, with regard to reducing them and their impact on school hours.
  • Adopt a specific system for evaluating professional performance, compatible with the specificities of the national education sector and based on measurable standards;
  • Authorize the granting of allowances, approved pursuant to the agreement dated December 10, 2023, for public employees ranked in the exceptional echelon (off scale), set in the monthly amount of 1 000 MAD, from echelon 3 instead of 5;
  • Increase in the additional allowance of aggregate teachers by a net monthly amount of 500 MAD to be included in the pension;
  • Increase in the additional allowance for planning and guidance counselors by a net monthly amount of 300 MAD;
  • Create an exceptional echelon classified above the scale for the benefit of executives whose career ends at the exceptional echelon (off the scale), as of 2026, in line with the conclusion of the central social dialogue;
  • Create a special status for aggregate teachers during the year 2024, pursuant to the conclusions of the technical committee which includes representatives of the government and the most representative educational unions;
  • Assess pension contributions relating to public employee who were recruited between 2017 and 2021;

During the signing ceremony of the minutes of the agreement, the importance of monitoring the implementation of the reform of the education and training system was highlighted from the perspective of the universalization of leadership institutions in 2027. This requires the involvement of all education staff, in order to reform this system, and a commitment to guaranteeing a positive atmosphere, in order to achieve optimal implementation of this global reform process.

The Head of Government underlined, during the meeting, the positive tone which characterized the establishment of the fundamental system for the employees of the national education, highlighting the firm conviction of the government that the achievement of the objectives of the reform of education sector involves strengthening the status and role of teachers, which will contribute to creating favorable conditions to meet the challenges of a profound reform of the education system, by building trust in public schools, increasing its attractiveness and improving its profitability.

The current agreement is part of the second round of dialogue between the government and union representatives, following the first round which ended with the signing of a landmark agreement on December 10, for the benefit of the employees of education sector, particularly in terms of income increases, as well as the resolution of a number of outstanding sectarian issues and demands.

It should be noted that, in accordance with the minutes of the agreement in force as of December 10, an income increase for the employees of education sector in their different capacities and echelons was approved, with a net monthly amount set at 1,500 MAD, to be paid in two installments spanning two years (January 1, 2024 - January 1, 2025).
