Government Council Meeting of Thursday, July 18, 2024

The Government Council met on Thursday, 12 Muharram 1445, corresponding to July 18, 2024, under the chairmanship of Mr. Aziz Akhannouch. This meeting was dedicated to hearing two presentations, discussing several draft legal texts, and examining proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the beginning of this meeting, the Government Council followed a presentation on the International Convention for the Protection of All Persons from Enforced Disappearance and the 5th periodic report on the implementation of the Convention against Torture, presented by the Minister of Justice, Abdellatif Ouahbi.
Then, the Government Council followed another presentation on the most important new features to be introduced in the law relating to credit institutions and similar bodies, as well as the law on the status of Bank Al-Maghrib, with a view to dealing with potential crises of credit institutions, presented by the Minister of Economy and Finance, Nadia Fettah.
 

  • The Government Council continued its work by examining and adopting draft decree No. 2.24.475 amending and supplementing decree No. 2.19.333 of 5 Dhu al-Hijjah 1440 (August 7, 2019) defining the types and amounts of school scholarships for boarding schools and school canteens of public education institutions, as well as the conditions for benefiting from them, presented by the Minister of National Education, Preschool and Sports, Chakib Benmoussa.
  • Subsequently, the Government Council examined and adopted draft decree No. 2.24.366 amending and supplementing decree No. 2.03.729, promulgated on June 7, 2004, establishing the National Press Grand Prize, presented by the Minister of Youth, Culture and Communication, Mohamed Mehdi Bensaid.
     

The Council concluded its work by approving proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution. The following appointments were made:

  • At the Ministry of Agriculture, Maritime Fisheries, Rural Development, Water and Forests:
    • Said Lahssini was appointed Director of the National School of Forestry Engineering.
  • At the Ministry of Higher Education, Scientific Research and Innovation:
    • Mohammed Bakkali was appointed Dean of the Faculty of Sciences and Techniques of Al Hoceima.
  • At the Ministry of Industry and Trade:
    • Abdelouahed Rahal was appointed Director General of Trade.
