The Head of Government presides over the signing of the agreement of the April 2024 session between the government, trade unions, and professional organizations and associations of workers

  • A monthly net general increase of 1000 dirhams for the salaries of public sector workers who have not yet benefited from the increase.
  • Reduction of income tax (IR) for all civil servants and employees with a monthly impact of up to 400 dirhams for middle-income categories.
  • Increase of the minimum wage (SMIG) by a new tranche of 10%, in addition to a previous similar increase, bringing the revaluation of the SMIG to 20% since the advent of this government.
  • Increase of the agricultural minimum wage (SMAG) by a new tranche of 10%, in addition to a previous increase of 15%, bringing the revaluation of the agricultural minimum wage to 25% since the advent of this government.

The Head of Government, Aziz Akhannouch, presided over the signing of the agreement of the April 2024 session between the government on one hand, the trade unions, the General Confederation of Moroccan Enterprises (CGEM), and the Moroccan Confederation of Agriculture and Rural Development (COMADER) on the other hand; which consecrates the results of this session of social dialogue that the government has made a strategic choice in accordance with the enlightened vision of His Majesty King Mohammed VI, may God assist him.
This agreement crowns the efforts made by all parties through the formulation of proposals and approaches aimed at reaching acceptable solutions for the issues submitted for examination, in order to improve the situation of employees and preserve the competitiveness of the national enterprise and its social commitments, while completing the implementation of the commitments contained in the agreement of April 30, 2022, which laid the foundations for social dialogue.
The agreement of the April 2024 session was signed by the Head of Government; by the trade unions represented by the Secretary-General of the Moroccan Labor Union, Miloudi Moukhariq, the Secretary-General of the General Union of Moroccan Workers, Enaam Mayara, and the Secretary-General of the Democratic Labor Confederation, Abdelkader Zaier; as well as by the professional organizations and associations of workers, represented by the President of the CGEM, Chakib Alj, and the President of the COMADER, Rachid Benali.
The measures of the April 2024 session include:

  • The monthly net general increase of 1000 dirhams for the salaries of public sector workers who have not yet benefited from the increase.
  • Reduction of income tax (IR) for all civil servants and employees with a monthly impact of up to 400 dirhams for middle-income categories.
  • Increase of the minimum wage (SMIG) by a new tranche of 10%, in addition to a previous similar increase, bringing the revaluation of the SMIG to 20% since the advent of this government.
  • Increase of the agricultural minimum wage (SMAG) by a new tranche of 10%, in addition to a previous increase of 15%, bringing the revaluation of the agricultural minimum wage to 25% since the advent of this government.

In light of these measures, which confirm the democratic and social orientation of the current government, the number of beneficiaries of income improvements since the launch of social dialogue will reach 4 million 250 thousand people, including 1 million 250 thousand civil servants and 3 million private sector employees.
In addition to the income increase measures, the April 2024 session has allowed for a consensus on the fundamental principles for the implementation of pension reform, the examination of which will continue with the aim of submitting it to Parliament during the autumn session of 2024. The organic law on strikes will be submitted to Parliament during the current spring session. The government will also, in consultation with its social and economic partners, examine certain texts related to labor legislation.
The Head of Government emphasized that the signing of the agreement of the April 2024 session constitutes a historic event and consecrates a new achievement for the improvement of the situation of the working class, which His Majesty the King, may God assist him, has always called for to be surrounded by the necessary care in order to achieve development and ensure social equity and national solidarity.
Aziz Akhannouch noted that the government has ensured, since its inauguration, a joint and responsible action with its social and economic partners, within the institutionalization of social dialogue, in accordance with the enlightened Royal Vision establishing social dialogue as a strategic choice, emphasizing that the government has shown a strong political will to improve the material situation and support the purchasing power of workers in the public, private, and various sectors.
