The House of Representatives approved, on Wednesday, during a plenary session, by a majority, the government program presented by the Head of Government, Mr. Aziz Akhannouch, before the two houses of parliament, in accordance with the requirements of Article 88 of the Constitution.

The government program was entrusted by 213 deputies, opposed by 64, while one deputy abstained from voting.
Thus, the Council has granted its confidence to the new government on the basis of what the Constitution stipulates in its article 88, which states: "The government shall be considered in office after obtaining the confidence of the House of Representatives, expressed by the vote of an absolute majority of the members of which it is composed, in favor of the government's program."
After the approval of the Government programme by the House of Representatives , the new Government will have completed its constitutional requirements to exercise its powers and be accountable to Parliament.
In his interaction with the interventions of the teams and the parliamentary group on the government program, the Head of Government reiterated the realism of the government program based on consensus between the three parties that make up the government majority, stressing the need for concerted efforts by all, majority, and opposition, to move forward in order to achieve the desired development in light of the current circumstance characterized by the Covid-19 pandemic.
In this regard, he stressed the need to promote investments in order to create job opportunities and achieve development for the country and prosperity for citizens, pointing out that all territorial authorities and communities in the Kingdom must be an extension of national programs and workshops in order to implement them optimally on the ground.
In this regard, Mr. Akhannouch stressed that the government program pledges to raise the pace of national economic growth to a rate of 4% for the period between 2021 and 2026, and to create at least one million net jobs over the next five years.
He also recalled that this program proposes, starting from 2022 and for a period of two years, a package of public projects, small and major, within the framework of temporary contracts, at the level of territorial collectivities and in partnership with civil society associations and local cooperatives, without requiring qualifications, explaining that this program will enable the creation of at least 250,000 direct jobs within two years.
The Head of Government explained that the immediate and concrete measures that the Government intends to take, as stated in the Government Programme, give opportunities to all, especially young people, as part of the quest to revive the national economy and mitigate the effects of the health crisis on employment.
He also noted that the government program comes to respond to issues that he considered clear and transparent priorities with specific goals and measures and provides realistic and ambitious answers to get out of the crisis and look forward to the future with determination and steadfastness, through a package of measures aimed at providing an explicit answer to the priorities of citizens.
The Head of Government concluded that the success of government reforms and workshops requires a collective national will, and the full mobilization and involvement of institutions, political, economic, social, civil, and citizens in general.
It is noteworthy that the majority government parties had confirmed, during the discussion of the contents of the government program, in a plenary session of the House of Representatives, on Wednesday, that the commitments included in the government program married between ambition and realism, and carried within them clear and transparent answers to many political, economic and social expectations, expressing their support for the government in implementing this program, while the opposition teams considered that this program lacks a reference that frames it, and clear numbers and indicators, stressing that it is a statement of intent that does not reveal mechanisms Implementation, nor on time-programming within the five-year mandate.
