Council of Government of Wednesday, October 12, 2022
On Wednesday 15 Rabii I 1444, corresponding to 12 October 2022, the government held a Council of Government , chaired by Mr. Aziz Akhannouch, Head of Government, devoted to the presentation of a sectoral presentation on the preparatory procedures for the preparation of the draft finance law for the 2023 financial year, and to the examination of a number of draft legal texts and international agreements, for submission to the Ministerial Council, namely:
Draft Organic Law No. 13.22 amending and supplementing Organic Law No. 100.13 on the Superior Council of the Judiciary, presented by Mr. Abdellatif Wahbi, Minister of Justice.
Draft Organic Law No. 14.22 amending and supplementing Organic Law No. 106.13 on the Status of Judges, also presented by Mr. Abdellatif Wahbi, Minister of Justice.
Draft organic law No. 48.22 amending and supplementing Organic Law No. 12-02 on appointment to high offices pursuant to the provisions of Articles 49 and 92 of the Constitution, presented by Ms. Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform.
Draft Decree No. 2.22.816 amending and supplementing Dahir No. 1.57.015 of 13 Joumada II 1376 (15 January 1975) fixing the salaries of soldiers receiving the monthly salaries of the Royal Armed Forces, presented by Mr. Abdellatif Loudiyi, Minister Delegate to the Head of Government in charge of the Administration of National Defense.
Draft Decree No. 2.22.687 implementing Law No. 43.20 on Fiduciary Services on Electronic Transactions, also presented by Mr. Abdellatif Loudiyi, Minister Delegate to the Head of Government in charge of the Administration of National Defense.

The Council of Government reviewed a number of international conventions, presented by Mr. Nasser Bourita, Minister of Foreign Affairs, African cooperation, and Moroccans Expatriates, namely:
- Air Services Agreement between the Government of the Kingdom of Morocco and the Government of the Republic of Cabo Verde, signed in Dakhla on 31 August 2022. Bill 49.22 approves the agreement.
- Framework Agreement for Cooperation in the Peaceful Uses of Atomic Energy between the Government of the Kingdom of Morocco and the Government of the Kingdom of Saudi Arabia , signed in Riyadh on 09 May 2022.
- Convention of the African Energy Commission, adopted in Lusaka, Zambia, on 11 July 2001. Bill 17.22 approves the said agreement.
- Arab Convention for the Regulation of Road Passenger Transport between and through the Arab States, adopted in Cairo on 6 September 2006. Bill 45.22 approves the Convention.
- Headquarters Agreement between the Government of the Kingdom of Morocco and the Agence Universitaire de la Francophonie on the establishment of the headquarters of the International Academy of La Francophonie in Morocco, signed in Rabat on 28 May 2022. Bill 36.22 approves the agreement.
