The Head of Government oversees the signature of minutes of agreement between the government and the most representative education union centers

The Head of Government, Mr. Aziz Akhannouch, supervised, Saturday, January 14, 2023 in Rabat, the signing of the minutes of agreement between the Ministry of National Education, Preschool, and Sports - National Education Sector - and the most representative educational unions, in execution of one of its most important commitments, which considers the mobilization of the components of the educational family as an essential entry point for the reform of the school public, serving Moroccan students and families.
The minutes of the agreement were signed by Mr. Chakib Benmoussa, Minister of National Education, Preschool, and Sports, Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in charge of the Budget, Ms. Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform,  and representatives of the National University of Education UMT, the National Union of Education CDT, the Free University of Education UGTM and the National Union of Education FDT.
The minutes of the agreement consist of two main parts, the first related to the files and matters on which they agreed, and the second related to the obligations of the parties. Compatible files target the following:

Preserve the gains of the situation, including the maintenance of existing frameworks, while working to create new ones.
Unify the professional process of all executives and create opportunities and bridges between them and organizations.
Establish a new educational architecture that will integrate and harmonize the different bodies and guarantee merit and equal opportunities among employees.
Improve the professional, social and moral status of all employees.
Evaluate professional performance based on objective and measurable criteria.
Summary of professional practice within the education system.
Secure school time and learning time.
Adoption of a new system to stimulate educational and administrative staff in distinguished public educational institutions.
Include the functions of education administration and school administration in the requirements of the new statute.
Among the most important developments that the new Staff Regulations will bring, in addition to subjecting all employees to its provisions and requirements, granting them the same rights and duties throughout their careers, from employment to retirement, and abolishing the statutes (12 regulations) of the managers of the regional education and training academies, is the definition for the first time of the objectives of improving and improving the performance of teaching staff and the formation. open up opportunities for career advancement. 
This agreement is the result of a year of constructive consultation and sectoral dialogue marked by trust and responsibility between the government and its social partners and opens the door to the implementation of the roadmap for the reform of Moroccan public schools on the ground, in accordance with the high will of His Majesty the King, may God assist him and the ambition of every Moroccan family.
It should be recalled that despite the difficult situation, the government has settled formal notice files that have been pending for years, and at the end of 2022, it allocated about 2 Billion dirhams to pay promotion contributions for the benefit of 85,000 employees in the education sector.
It should be noted that the signing ceremony took place on behalf of the government in the presence of Ms. Nadia Fettah, Minister of Economy and Finance, Mr. Chakib Benmoussa, Minister of National Education, Preschool, and Sports, Mr. Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment and Skills, Mr. Fouzi Lekjaa,  Minister Delegate to the Minister of Economy and Finance, in charge of the budget, and Ms. Ghita Mezzour, Minister Delegate to the Head of Government in charge of digital transition and administrative reform.
