On Thursday 18 Rajab 1444, corresponding to February 9, 2023, the government held a Council of Government , chaired by Head of Government Mr. Aziz Akhannouch, to deliberate and approve a number of draft legal texts, an international agreement and proposals for appointment to high positions in accordance with Article 92 of the Constitution.

  • As part of the draft Decree No. 2.22.920 amending Decree No. 2.21.578 of 22 Muharram 1443 (31 August 2021) on the appointment to management positions in regional administrations and the remuneration and remuneration associated with it, it was decided to postpone it until it is submitted to a subsequent Council of Government .
  • Subsequently, the Council of Government deliberated and approved the draft decree No. 2.22.81 on the delegation of power and signature, taking into account the observations raised, presented by Ms. Ghita Mezzour, Minister Delegate to the Head of Government in charge of digital transition and administrative reform.
  • Subsequently, the Council of Government deliberated on the draft decree No. 2.22.84 setting the rules and modalities for the organization of competitions for access to the civil service, which was also presented by Ms. Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform,  and was presented for consideration and approval by a subsequent Council of Government.
     

The Council of Government continued its work by examining the revised Convention on the Recognition of Higher Education, Certificates and Degrees in the Arab Countries, adopted on 2 February 2022 and signed by the Kingdom of Morocco on 2 February 2022, and Draft law No. 62.22 approving the said Convention,  presented by Mr. Nasser Bourita, Minister of Foreign Affairs, African cooperation and Moroccans Expatriates.
This agreement aims to promote and encourage regional and international cooperation for the recognition of university studies and certificates, to continuously improve curricula and methods of teaching and learning planning taking into account the Arab personality and identity, and to strengthen confidence in the quality and integrity of qualifications,  in particular by encouraging creative practices in higher education and strengthening the transparency and governance of higher education systems.

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

  • At the level of the Ministry of Youth, Culture and Communication - Communication Department, the following persons have been appointed:
    • Mr. Jeddou El Idrissi, Inspector General of the Communication Department;
  • At the level of the Ministry of Tourism, Handicrafts and Social and Solidarity Economy - Department of Handicrafts and Social and Solidarity Economy, the appointment of: 
    • Ms. Saloua Tajeri, Director of Promotion of the Social Economy;
  • At the level of the Ministry of Transport and Logistics, appoint:
    • Mr. Najib El Karkouri, Director of the Merchant Navy.
