On Thursday 9 Chaabane 1444, corresponding to 2 March 2023, the government held a Council of Government , chaired by Mr. Aziz Akhannouch, Head of Government, devoted to the presentation of a sectoral presentation on "the results of the government's work in the field of simplification of procedures, administrative procedures and the work program for the current year",  and to deliberate and approve a number of draft legal texts and proposals for appointment to high-level posts in accordance with article 92 of the Constitution.

  • Subsequently, the Council of Government deliberated and approved draft Decree No. 2.22.141 implementing certain provisions of Law No. 55.19 on the simplification of administrative procedures and procedures, with regard to administrative decisions received by local authorities, their groups, and bodies, presented by Mr. Abdelouafi Laftit,  Minister of the Interior.
  • The Council of Government  continued its work by deliberating and approving three draft decrees, presented by Mrs. Ghita Mezzour, Minister Delegate to the Head of Government in charge of digital transition and administrative reform, namely:
    • Draft Decree No. 2.22.385 establishing the list of administrative decisions necessary for the completion of investment projects whose processing and delivery time does not exceed 30 days.
    • Draft Decree No. 2.22.386 establishing the list of administrative decisions whose processing requires the extension of the legal deadline for their issuance in order to conduct technical expertise or public research
    • Draft Decree No. 2.22.387 specifying the regulation of administrative decisions that is considered as approval, the silence of the administration after the expiry of the deadline for processing applications for them
       

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

  • At the level of the Ministry of Solidarity, Social Integration and the Family, the following persons have been appointed: 
    • Ms. Hania Lamrani Alaoui, Inspector General.
  • At the level of the Ministry of Equipment and Water, the appointment of:
    • Mr. Abdelilah Rifai, Director of Administrative and Legal Affairs.
  • At the level of the Ministry of Tourism, Handicrafts and Social and Solidarity Economy - Tourism Department, the appointment of:
    • Mr. Moncef Taibi, Director of Regulation, Development and Quality.
  • At the level of the Ministry of Justice, it is necessary to:
    • Mr. Rachid El Wadifi, Director of Cooperation and Outreach.
  • At the level of the Ministry of Higher Education, Scientific Research and Innovation, the appointment of:
    • Mr. Mustapha Ijjaali, President of the University of Sidi Mohamed Ben Abdellah, Fez.
  • At the level of the Ministry of Transport and Logistics, appoint:
    • Mr. Noureddine Dib, Inspector General.
  • At the level of the Ministry of National Territory and Urban Planning, Housing, and City Policy, the following are appointed for:
    • Mr. El Houcine Ait El Haj, Director-General, Social Work Foundation, Ministry of National Territory and Urban Planning, Housing, and City Policy.
