Council of Government of Thursday, May 4, 2023

• The Council of Government deliberated and approved Draft law No. 16.23 approving Decree-Law No. 2.23.102 of 16 Chaabane 1444 (March 9, 2023) on the dissolution and liquidation of the Millenium Challenge Account MCA-Morocco Agency, presented by Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in charge of the Budget. 
• The Council of Government  continued its work by deliberating and approving draft Decree No. 2.23.310 amending and supplementing Decree No. 2.19.67 of 11 Chaabane 1440 (17 April 2019) implementing Law No. 47.18 on the reform of regional investment centers and the creation of unified regional investment commissions, presented by Mr. Mohamed Hajoui, Secretary General of the Government. 

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

• At the level of the Ministry of Justice, the following persons have been appointed:
  • Mr. Hicham Mellati, Director of Criminal Affairs, Pardons and Detection of Crimes;
• At the level of the General Delegation for Penitentiary Administration and Reintegration, the appointment of:
  • Mr. Younès Jabrane, Secretary-General;
  • Mr. Fouad Mhil, Inspector General;
  • Mr. Hassan Hmina, Director of Judicial Supervision;
  • Mr. Yahia Ouaali, Director of Security for Detainees, Persons and Penitentiary Institutions;
  • Mr. Youssef Belhajjam, Director of Budget and Equipment;
  • Mr. Moulay Idriss Aguelmam, Director of Social and Cultural Action for the Benefit of Prisoners;
  • Mr. Hassan Dahi, Director of Human Resources.
• At the level of the Ministry of Health and Social Protection, the appointment of:
  • Mr. Moulay Hicham Afif, Director of the Ibn Rochd University Hospital Center of Casablanca;
• At the level of the Ministry of Economy and Finance, appointing:
  • Mr. Mohamed Sebaï, Director of Resources and Audit, Directorate General of Taxes.
