Meeting of the Government Council on Thursday 20 July 2023

On Thursday 2 Moharram 1445 H, corresponding to 20 July 2023, the Government held a Government Council, chaired by Mr. Aziz Akhannouch, Head of Government, devoted to deliberating on a number of draft legal texts, examining an international agreement and deliberating on proposals for appointment to high-level positions in accordance with Article 92 of the Constitution.

  • At the beginning of the work of the Government Council, it deliberated and approved Bill No. 27.23 amending and supplementing Law No. 12.18 on workers' compensation, presented by Mr. Khalid Ait Taleb, Minister of Health and Social Protection.
  • Subsequently, the Government Council deliberated and approved draft Decree No. 2.23.76 implementing the provisions of Law No. 2.00 on copyright and similar rights with regard to royalties for reprographic reproduction (photocopies), presented by Mr. Mohamed Mehdi Bensaid, Minister of Youth, Culture, and Communication.
  • Subsequently, the Government Council deliberated and approved the draft decree 2.23.580 on the allocation of allowances to participants in the preparation and realization of the General Population and Housing Census (RGPH) in the Kingdom, presented by Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy 

The Government Council continued its work by examining the Agreement between the Government of Morocco and the Government of the Republic of Cape Verde for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, signed in Rabat on 9 May 2023, and Bill No. 33-33 approving the said agreement,  presented by Mr. Mustapha Baitas, Minister Delegate to the Head of Government in charge of Relations with Parliament and Government Spokesperson, on behalf of Mr. Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates.

The Council of Government completed its work by deliberating and approving proposals for appointment to high-level posts in accordance with Article 92 of the Constitution.

  • At the level of the Presidency of the Government:
    • Mr. Othman Gayer has been appointed President of the National Observatory for Human Development (ONDH).
  • At the level of the Ministry of Justice: 
    • Ms. Naila Hdidou has been appointed Director of the Directorate of Legislation and Studies.
  • At the level of the Ministry of Equipment and Water: 
    •  Ms. Nisrine Iouzzi has been appointed Director of the provisional directorate responsible for supervising the realization of the port Dakhla Atlantique.
