Government Council Meeting on Sunday, September 10, 2023

The government held a remote council meeting on Sunday, 24 Safar 1445, corresponding to September 10, 2023, at 5:00 PM, chaired by Mr. Aziz Akhannouch, the Head of government.
At the beginning of this meeting, Mr. Head of government expressed condolences, on behalf of himself and the ministers, to His Majesty King Mohammed VI, may God protect him, and to the families of the victims of the earthquake that struck several Moroccan cities. He also conveyed his wishes for a speedy recovery to the injured. Mr. Head of government recalled the Royal instructions given during the working session chaired by His Majesty King Mohammed VI, may God grant him victory, on Saturday, September 9, 2023, at the Royal Palace in Rabat. This session was dedicated to discussing the situation following the painful earthquake that occurred on Friday, September 8, 2023, resulting in significant human and material losses in several regions of the kingdom.
In compliance with the royal instructions of His Majesty King Mohammed VI, may God grant him victory, and in accordance with Article 70 of the Constitution, as well as the provisions of Article 26 of Organizatic Law No. 130.13 on Finance, issued under Royal Decree No. 1.15.62 dated Sha'ban 14, 1436 (June 2, 2015), and Article 28 of Finance Law No. 50.22 for the fiscal year 2023, issued under Royal Decree No. 1.22.75 dated Jumada al-Ula 18, 1444 (December 13, 2022), and Article 25 of Decree No. 2.15.426 issued on Ramadan 28, 1436 (July 15, 2015), related to the preparation and implementation of the Finance Law as amended and supplemented.
Due to the urgent and unforeseen nature of the situation, and based on the proposal of the Delegate Minister to the Minister of Economy and Finance, responsible for the budget, the government deliberated and approved the draft decree 2.23.811 issued on Safar 24, 1445 (September 10, 2023), establishing an observatory account for private matters named " Special Fund for Managing the Effects of the Earthquake that Affected the Kingdom of Morocco" presented by Mr. Fouzi Lekjaa, Delegate Minister to the Minister of Economy and Finance, responsible for the budget. This decree will be submitted to the parliamentary finance committees tomorrow, Monday, September 11, 2023, in accordance with the provisions of Article 26 of organic Law No. 130.13 on Finance.
The purpose of this decree is to take urgent measures for the benefit of the population and the affected areas of the earthquake experienced by the Kingdom of Morocco, which led to the creation of an observatory account named " Special Fund for Managing the Effects of the Earthquake that Affected the Kingdom of Morocco".
This account, which will receive voluntary contributions from private and public entities and citizens, will primarily be used for :

  • Expenses related to the urgent rehabilitation program and support for rebuilding destroyed homes in the affected areas.
  • Expenses related to the care of individuals in difficult situations, especially orphans and vulnerable individuals.
  • Immediate care expenses for all individuals without shelter as a result of the earthquake, particularly in terms of shelter, nutrition, and basic needs.
  • Expenses related to encouraging economic actors to resume activities in the affected areas.
  • Expenses related to establishing reserves and stockpiles of essential supplies in each region of the kingdom to address all forms of disasters.
  • All other expenses related to managing the effects of this earthquake.

The government informs all Moroccan citizens, both domestically and abroad, as well as private and public entities, that this account is open under number 126 (N° ABREGE 126).
