The Head of Government chaired the 8th meeting of the Interministerial Commission responsible for the deployment of the reconstruction and development program in areas affected by the Al Haouz earthquake

  • 57,596 families have benefited from the monthly financial aid of 2500 dirhams, until January 31, 2024 ; 
  • Over 44,000 families received a sum of 20,000 dirhams as the first installment of aid for the reconstruction of homes completely or partially collapsed ; 
  • 30,000 reconstruction permits have been granted, along with support from local authorities at the community level ; 
  • Progress on the upgrading project of the road section linking "Tizi n'Tasset" to "Tafengoult" in the province of Taroudant, amounting to 101 million dirhams ; 
  • Progress in the distribution of 300,000 quintals of barley, benefiting 36,000 farmers in affected areas ;
  • 155 affected tourist accommodation establishments have applied for support, with initial payments to be made in early February totaling 87 million dirhams.

The Head of Government, Mr. Aziz Akhannouch, chaired, on Wednesday, January 31, 2024, in Rabat, the 8th meeting of the interministerial commission responsible for the program of reconstruction and general rehabilitation of areas affected by the Al-Haouz earthquake, which allowed for the examination of the progress of the implementation of this program in accordance with the Royal Directives.
During this meeting, the Head of Government affirmed that the government has mobilized all its resources for the optimal implementation of the reconstruction and general rehabilitation program for areas affected by the Al-Haouz earthquake, in accordance with the Royal Directives of His Majesty King Mohammed VI. He emphasized that the government's challenge is to meet the expectations of the local population promptly and efficiently, through the mobilization of various public services and establishments.
In this context, the operation to survey damaged buildings, which took place from September 18 to September 30, 2023, registered 26,798 collapsed homes, either completely (4,232 homes) or partially (22,566 homes). Eager to respond positively to the grievances of the population presented between October 17 and November 17, 2023, local commissions tasked with surveying homes identified 32,640 homes whose owners meet the necessary conditions to receive compensation, including 1,603 completely collapsed homes and 31,037 partially collapsed homes, bringing the total number of beneficiaries of financial assistance to 59,438 households as of January 31, 2024.
Concerning this matter, 57,596 households received 2500 dirhams as monthly financial aid, and over 44,000 households received 20,000 dirhams as the first installment of aid for the reconstruction of homes completely or partially collapsed.
Local authorities and relevant commissions are making considerable efforts at all necessary stages for the reconstruction of homes affected by the earthquake. Reconstruction permits have been granted for 30,000 requests across various communities. Additionally, affected households have received rigorous support and standard plans tailored to the region's specificities.
The government assures that various competent authorities continue their efforts to enable all deserving households to benefit from the decided assistance, as an expression of the High Care with which His Majesty King Mohammed VI has surrounded the earthquake victims from the outset, and in accordance with the necessary provisions and measures to alleviate the impact on the victims and support them in returning to normal life in the affected regions and to infuse them with a new impetus for development.
The interministerial commission also reviewed the progress of interventions on the ground regarding the clearance of debris from homes. As of January 29, 2024, interventions have been carried out in 4,233 homes out of a total of 6,676 requests made to local authorities. Furthermore, 137 clearance vehicles have been mobilized since January 14, bringing the total number of vehicles in service for this purpose to 303 units.
The commission also highlighted the success of ground interventions aimed at opening roads and rural tracks, as well as the continuation by intervention teams of widening and stone removal operations along road edges, repair, and signage. It also examined developments regarding the upgrading project of the road section linking "Tizi n'Tasset" to "Tafengoult" in the province of Taroudant, covering a distance of 8 km and costing 101 million dirhams.
In the agricultural sector, the commission reviewed the progress of the distribution operation of 300,000 quintals of barley, with the current completion rate exceeding 57%, benefiting some 36,000 farmers in affected areas. Furthermore, the free distribution operation of livestock heads, launched earlier in January, continues to benefit herders who have lost their herds, in addition to the ongoing repair of 126 kilometers of small and medium hydraulics, as well as the restoration and construction of 54 kilometers of rural tracks and roads.
In the tourism sector, following the survey of tourist accommodation establishments affected by the earthquake, totaling 456 establishments, the interministerial commission noted that 155 establishments have applied for support through dedicated electronic platforms. The first installment of this support will be disbursed in February for a total amount of 87 million dirhams.
In the education sector, the commission reviewed the technical expertise conducted on 80% of the affected educational institutions, totaling 1,709 establishments, as well as the efforts made to ensure the continuity of studies in affected areas. Furthermore, the meeting confirmed the launch in the current January of the upgrading works of 42 priority health centers.
