The Head of Government chairs a meeting of the Interministerial Commission in charge of the deployment of the reconstruction and development program for the areas affected by the Al Haouz earthquake

The Head of Government, Mr. Aziz Akhannouch, chaired a meeting of the Interministerial Commission in charge of the program for the reconstruction and general rehabilitation of the areas affected by the Al Haouz earthquake on Wednesday, March 19, 2025, in Rabat. The meeting highlighted the positive progress in the implementation of the various components of this program, in accordance with the High Instructions of His Majesty King Mohammed VI, may God assist him.
At the beginning of the meeting, the Director General of the High Atlas Development Agency, Mr. Said Laith, presented an updated report on the number of families that have completed the construction and rehabilitation process for homes that were either completely or partially destroyed. This figure stands at 33,636 families, while the number of houses where work has exceeded 50% completion is 14,463. Overall, construction and rehabilitation work has commenced on 52,669 houses.
The meeting also addressed the issue of homes located in difficult terrain areas. In this regard, on-the-ground solutions were identified for 4,633 houses across 12 villages, with 1,378 families relocated to areas with designated land available.
Furthermore, the meeting confirmed that families whose homes were fully or partially destroyed have benefited from emergency aid set at 2,500 dirhams, with an extension of five additional months. This brings the total amount of aid distributed since its launch to 2.3 billion dirhams.
In the education sector, the commission noted the completion of upgrading and reconstruction work on 165 schools, while work is ongoing at 763 other institutions, which are expected to be completed by the next school year.
In the health sector, the upgrading of 42 health centers has been completed. The rehabilitation of 17 additional centers is nearing completion, with plans for swift commissioning. Additionally, the commission reviewed the progress of 92 other rehabilitation projects in the sector.
The meeting also confirmed the completion of the first action plan for the agriculture sector, with a budget of 611 million dirhams. This plan focused on restoring agricultural and economic infrastructure and supporting the repopulation of livestock, including the free distribution of livestock and barley to farmers.
Regarding road infrastructure, the commission assessed progress in rehabilitating four road sections of National Road N7, spanning 64 kilometers. It also reviewed efforts in the water sector, particularly the repair of drinking water supply networks and the restoration of damage at 43 hydrological stations.
In the commerce and industry sectors, the commission examined support measures for 1,408 traders whose businesses were affected, with a total allocated budget of 127 million dirhams.
For the tourism sector, the commission noted that 386 financial aid requests had been processed for classified tourist accommodation establishments affected by the earthquake. So far, 227 establishments have received the first tranche of financial support, totaling over 60 million dirhams, while 82 establishments have benefited from a second tranche, amounting to 26 million dirhams.
The Head of Government emphasized that a positive dynamic is driving the various sectoral interventions undertaken by the government in this context, with full responsibility. He called on the High Atlas Development Agency to accelerate the implementation of projects, particularly to assist families still living in tents, ensuring they can complete reconstruction and rehabilitation work as soon as possible.
Additionally, he urged for maximum efficiency to overcome the consequences of the earthquake and to achieve economic and social development in the affected areas, in accordance with the High Royal Directives.
It is worth noting that this meeting follows the first Strategic Steering Council of the High Atlas Development Agency, held in December 2024. Part of the agency’s mission is to monitor the progress of project implementation across various sectors, aiming to repair earthquake-related damage while strengthening the economic and social development of affected areas.
