Government Council Meeting of Thursday, October 3, 2024

The Government Council met on Thursday, Rabia Al-Awal 29, 1446, corresponding to October 3, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the review of several legal texts, as well as proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of the session, the Government Council reviewed and adopted Bill No. 46.21, regulating the profession of judicial officer, taking into account the observations raised on this matter. The bill was presented by the Minister of Justice, Abdellatif Ouahbi.
  • Subsequently, the Council reviewed and adopted Decree No. 2.24.742, amending Decree No. 2.21.439 dated Chaâbane 1, 1443 (March 4, 2022), regulating the uniform of the Customs and Indirect Taxes Administration (ADII) personnel, distinctive insignia, and their characteristics. This decree was presented by the Minister of Economy and Finance, Nadia Fettah.

Following this, the Council reviewed and adopted two additional decrees, presented by the Minister Delegate in charge of Digital Transition and Administration Reform, Ghita Mezzour. These decrees are as follows:

  • Decree No. 2.24.801 concerning the renewal of the license for the establishment and operation of the second public GSM mobile phone network, granted to "Medi Telecom SA";
  • Decree No. 2.24.802 regarding the renewal of the license granted to "Wana Corporate" for the establishment and operation of a third public telecommunications network using second-generation cellular technologies.
     

The Government Council continued its work by reviewing an agreement on the mutual recognition of driver's licenses for conversion purposes, signed on March 27, 2024, in Rome between the governments of the Kingdom of Morocco and the Republic of Italy. It also reviewed Bill 38.24 approving the said agreement, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, Nasser Bourita.

The Government Council meeting concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution. The following appointments were made:

  • Within the Interministerial Delegation for Human Rights (DIDH) :
    • Fatima Berkane was appointed Secretary-General.
  • Within the Ministry of Higher Education, Scientific Research, and Innovation :
    • Mohamed Chabab was appointed Director of the National School of Applied Sciences (ENSA) in Safi ;
    • Abderrahim Rafaoui was appointed Dean of the Faculty of Medicine and Pharmacy in Béni Mellal.
