The Head of Government Chairs a Steering Committee Meeting on Morocco’s Green Hydrogen Offer
- Pre-selection of a series of projects mainly covering the three regions of the Kingdom's southern provinces ;
- Review of the Contractual Framework related to public land base designated for These Projects.
On Thursday, October 24, 2024, in Rabat, the Head of Government, Mr. Aziz Akhannouch, presided over a meeting of the steering committee responsible for Morocco's Offer in the field of green hydrogen. During the gathering, a series of projects were pre-selected, primarily covering three regions in the southern provinces of the Kingdom: the Guelmin-Oued Noun region, the Laayoune Sakia El Hamra region, and the Dakhla-Oued Eddahab region. These projects will be examined in greater detail with their promoters.
In alignment with the High Royal Instructions aimed at speeding up the implementation of Morocco's Offer in the field of green hydrogen with the required quality and responding to national and foreign project developers in this promising sector, the steering committee, under the chairmanship of the Head of Government, examined the contractual framework related to the public land base dedicated to the implementation of these projects, as well as mechanisms capable of optimizing its use.
This step comes after the steering committee had discussed, at its previous meeting, the methodology adopted to evaluate and select the 40 project bids submitted to the Moroccan Agency for Sustainable Energy (MASEN) by Moroccan and foreign project developers, wishing to produce green hydrogen and derivatives for the domestic market, for export or for both.
In order to ensure the successful implementation of the ‘Morocco offer’, and in application of the High Royal Guidelines, the framework investment agreements between the state and investors include clauses relating to the timetable for meetings, with a view to guaranteeing regular assessment of the progress made in implementing these projects.
The meeting was attended by Interior Minister Abdelouafi Laftit, Economy and Finance Minister Nadia Fettah, Equipment and Water Minister Nizar Baraka and Industry and Trade Minister Riad Mezzour, in addition to the Minister Delegate in charge of Investment, Convergence and Evaluation of Public Policies, Karim Zidane, and MASEN CEO Tarik Moufaddal.
