Government Council Meeting of Thursday, February 6, 2025

The Government Council met on Thursday, 7 Chaabane 1446, corresponding to February 6, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting focused on reviewing two presentations, examining several draft legal texts, and considering proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the outset, the Government Council followed a presentation on the spread of measles and the measures taken by the government to contain the disease, delivered by the Minister of Health and Social Protection, Amine Tahraoui.
The Minister reviewed the status of the disease in Morocco and the strategy adopted to combat it. He stated that his department has implemented a multi-faceted plan to curb the spread of measles. He specified that this plan includes extending the national vaccination campaign and catching up on missed vaccinations, which has enabled the verification of the vaccination status of more than 8.88 million children under the age of 18.
The Minister of Health and Social Protection highlighted that the ministry has strengthened epidemiological surveillance capacities while ensuring the deployment of rapid response teams in the most affected areas. He also mentioned the provision of necessary medicines and medical devices for the urgent treatment of recorded cases.
In this regard, the Minister reported that the ministry has launched nationwide awareness campaigns aimed at encouraging vaccination uptake and establishing partnerships with various stakeholders in the health sector to ensure a comprehensive and effective response.
Next, the Government Council followed a presentation on the "Status and Progress of the 2024-2025 Agricultural Campaign," delivered by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Ahmed El Bouari.
In this context, the Minister pointed out that the current agricultural campaign has been marked by below-average rainfall compared to the national average over the past thirty years. He also specified that the support measures mainly include the provision and subsidy of selected autumn cereal seeds, amounting to approximately 1.3 million quintals, as well as the supply and support of nitrogen fertilizers, totaling nearly 200,000 tons.
Additionally, the Minister stated that a program has been developed to support the livestock production sector. This program includes animal feed assistance through the provision of subsidized fodder for breeders, as well as technical support to improve the productivity of sheep and goats in the medium term. It also covers animal health and solidarity-based agriculture focused on livestock, while supporting the conservation of breeding females to restore the herd.

  • Subsequently, the Government Council examined and adopted draft decree No. 2.25.61 concerning the delimitation of close and distant protection perimeters around water catchment facilities for public supply, presented by the Minister of Equipment and Water, Nizar Baraka.
  • Then, the Government Council examined and adopted draft decree No. 2.25.62 regarding the conditions and procedures for defining safeguard and prohibition perimeters, as well as the issuance of authorizations and concessions within these perimeters, taking into account the remarks made. This decree was also presented by the Minister of Equipment and Water, Nizar Baraka.
     

The Government Council meeting concluded with the examination and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad:
    • Mr. Talal Jennane was appointed Director of Human Capital.
    • Mr. Hassan Boukili was appointed Director of the African Union and African Regional Organizations.
  • At the Ministry of National Education, Preschool, and Sports – Department of National Education and Preschool:
    • Mr. Mohamed Ouaj was appointed Director of the Regional Academy for Education and Training (AREF) of Rabat-Salé-Kénitra.
    • Mr. Mohamed Dib was appointed Director of the Regional Academy for Education and Training (AREF) of Casablanca-Settat.
    • Mr. Abdelmoumen Taleb was appointed Director General of the Organization of School Life.
