Meeting of the Council of Government on Thursday 1 September 2022
On Thursday 05 Safar 1444, corresponding to the beginning of September 2022, the Government held its weekly council, chaired by Mr. Aziz Akhannouch, Head of Government, devoted to the deliberation and approval of a number of draft legal texts and proposals for appointment to high positions in accordance with Article 92 of the Constitution.

- Subsequently, the Council deliberated and approved draft Decree No. 2.22.606 fixing the amount of the legal minimum wage in industry, commerce, the liberal professions and agriculture, presented by Mr. Younes Sekkouri Oubahsso, Minister of Economic Inclusion, Small Business, Employment and Skills.
- Then, the Council of Government deliberated and approved draft Decree No. 2.22.680 amending Decree No. 2.04.534 of 16 Dhu al-Qu'Idah 1425 (29 December 2004) on the status of the personnel of the Ministry of Foreign Affairs and Cooperation, presented by Mr. Nasser Bourita, Minister of Foreign Affairs, African cooperation and Moroccans Expatriates.
- The Council of Government continued its work by deliberating and approving three draft decrees presented by Mr. Khalid Ait Taleb, Minister of Health and Social Protection, namely:
- Draft Decree No. 2.22.681 amending Decree No. 2.17.535 of 7 Muharram 1439 (28 September 2017) on the status of Interministerial nurses and health technicians,
- Draft Decree No. 2.22.682 amending Decree No. 2.99.651 of 25 Joumada II 1420 (6 October 1999) on the status of the Interministerial Association of Physicians, Pharmacists and Dentists
- Draft Decree No. 2.22.684 amending Decree No. 2.99.649 of 25 Joumada II 1420 (6 October 1999) on the protection and compensation of certain categories of employees of the Ministry of Health against occupational risks,
- Subsequently, the Council of Government deliberated and approved draft Decree No. 2.22.683 amending Decree No. 2.00.279 of 2 Rabi II 1421 (5 July 2000) on the status of the interministerial body of veterinary medicine, presented by Mr. Mohamed Sadiki, Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, increasing the evidence network from this category from 336 to 509 and approving the associated compensation as of January 2023.
- Following that, the Council of Government deliberated and approved draft Decree No. 2.22.609 amending Decree No. 2.19.453 of 7 Joumada I 1442 (22 December 2020), on the status of agents of the Customs and Indirect Taxes Administration, presented by Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in charge of the Budget.
- Subsequently, the Council of Government deliberated and approved five draft decrees submitted by Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in charge of the Budget, on behalf of Mrs. Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform.
- Draft Decree No. 2.22.608 amending and supplementing Decrees No. 2.10.452 and No. 2.10.453 of 20 Dhu Qu’ Idah 1431 (29 October 2010) on the status of Interministerial bodies of technical assistants and administrative assistants.
- Draft Decree No. 2.22.610 amending and supplementing Decree No. 2.77.68 of 12 Safar 1397 (2 February 1977), establishing an administrative progression allowances for employees and managers of the central administration, employees participating in public administrations and employees of executives of certain ministries,
- Draft Decree No. 2.22.611 amending Decree No. 2.04.403 of 29 Chaoual 1426 (2 December 2005) laying down the conditions for the promotion of civil servants in the grade or cadre.
- Draft Decree No. 2.22.612 amending Decree No. 2.11.471 of 15 Chaoual 1432 (14 September 2011) on the status of the Interministerial Organization of Engineers and Architects,
- Draft Decree No. 2.22.613 amending Decree No. 2.58.1381 of 15 Joumada I 1378 (27 November 1958) laying down the conditions for granting family allowances to civil servants, military personnel, State employees, municipalities and public establishments.
The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.
- At the level of the Ministry of Economy and Finance, the following have been appointed:
- Aziz Bouazzaoui, Director of Resources and IT Systems at the General Treasury of the Kingdom;
- At the level of the Ministry of National Territory and Urban Planning, Housing, and City Policy, the appointment of:
- Mrs. Nahid Hamtami, Director of the Urban Agency of Kenitra – Sidi Kacem.
- At the level of the Ministry of Higher Education, Scientific Research and Innovation, the following are appointed:
- Mr. Hicham Mohamed Hamri, Director of the National School of Commerce and Management of the Ibn Zohr University of Agadir.
- Mr. Hassan Hamdi, Director of the National School of Applied Sciences of Ibn Zohr University in Agadir.
- Mr. Ahmed Saba, Director of the Higher School of Technology of Guelmim.
- Mr. Taoufik Yahyaoui, Director of the National School of Commerce and Management of the Sultan Moulay Slimane University in Beni Mellal.
- Mr. Hamid Bouabid, Director of Scientific Research and Innovation.
