Meeting of the Government Council – Thursday, April 10, 2025

The Government Council met on Thursday, 11 Shawwal 1446, corresponding to April 10, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the review of several draft legal texts, the consideration of an international agreement, and the examination of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of its proceedings, the Government Council reviewed and adopted Draft Law No. 14.25 amending and supplementing Law No. 47.06 on the taxation of local authorities, taking into account the comments raised. This project was presented by the Minister of the Interior, Abdelouafi Laftit.
  • Subsequently, the Council reviewed and adopted Draft Decree No. 2.25.250 establishing and organizing the Institute for Training in Transport and Logistics Professions (IFTL) in Nouaceur. This decree was presented by the Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri.
  • The Council then reviewed and adopted two draft decrees, taking into account the comments raised about them. They were presented by the Minister Delegate to the Head of Government in charge of Investment, Convergence, and the Evaluation of Public Policies, Mr. Karim Zidane. These are:
    • Draft Decree No. 2.24.568 amending and supplementing Decree No. 2.21.992 of 7 Rajab 1443 (February 9, 2022), which defines the powers and organization of the Ministry of Investment, Convergence, and Evaluation of Public Policies;
    • Draft Decree No. 2.25.342 concerning the implementation of a targeted support system for very small, small, and medium-sized enterprises.
       

The Government Council continued its proceedings by reviewing the agreement on the extradition of criminals between the Kingdom of Morocco and the Republic of Malawi, signed on July 16, 2024, in Laayoune, as well as Draft Law No. 49.24 approving the said agreement. This project was presented by the Secretary-General of the Government, Mohamed El Hajoui, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita.
This agreement aims to establish effective cooperation between the two countries in judicial matters and the fight against crime through the extradition of individuals sought by the judicial authorities of both parties. Under this agreement, the two countries commit to mutual extradition, upon request and in accordance with their national laws, of any individual sought by the requesting State for prosecution, trial, or the execution of a sentence for an act requiring extradition.

The meeting of the Government Council concluded with the examination and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of Higher Education, Scientific Research and Innovation:
    • Mr. Abdelmalek Aouich was appointed Dean of the Faculty of Sharia in Fez;
    • Mr. Mohamed Bouzlafa was appointed Dean of the Faculty of Legal, Economic and Social Sciences in Fez;
    • Mr. Mohamed Kadous was appointed Dean of the Faculty of Legal, Economic and Social Sciences in Meknes;
    • Mr. Taoufiq Fechtali was appointed Dean of the Faculty of Sciences in Meknes.
  • At the General Secretariat of the Government:
    • Mr. Mohamed Ghazali was appointed Director General of Legislation, Legal Consultations and Studies;
    • Mr. Mohamed Reda Amar was appointed Director of Associations, Regulated Professions, and Professional Bodies.
