Meeting of the Government Council on Thursday, April 3, 2025

The Government Council met on Thursday, 4 Shawwal 1446, corresponding to April 3, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was devoted to the examination of several draft legal texts, the acknowledgment of an international agreement, as well as the review of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of the Council's proceedings, the Government Council reviewed and adopted draft law No. 59.21 related to school education, presented by the Minister of National Education, Preschool and Sports, Mohamed Saad Berrada.
  • Next, the Council reviewed and adopted draft decree-law No. 2.25.302, amending Law No. 52.20 establishing the National Agency for Water and Forests (ANEF), presented by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Ahmed El Bouari.
  • Subsequently, the Government Council reviewed and adopted draft decree No. 2.25.265, concerning disability or retirement pensions paid by the National Social Security Fund (CNSS), presented by the Minister of Economy and Finance, Nadia Fettah.
  • The Council also reviewed and adopted draft decree No. 2.25.266, implementing certain provisions of the Dahir bearing Law No. 1.72.184 dated 15 Jumada II 1392 (July 27, 1972) on the social security system, also presented by Nadia Fettah, Minister of Economy and Finance.

The Government Council continued its work by acknowledging an agreement concluded between the Kingdom of Morocco and the Republic of Malawi on mutual legal assistance in criminal matters, signed in Laayoune on July 16, 2024, as well as draft law No. 50.24 approving said agreement, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita.
This agreement is part of the development of friendly relations between Morocco and Malawi based on mutual benefit. It also attests to the strength of the relationship between the two countries and their shared desire to reinforce legal and judicial cooperation. The agreement aims to strengthen legal foundations to promote mutual judicial assistance in criminal matters, in accordance with each party's national legislation and with respect to the principles recognized in international law.

The meeting of the Government Council concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of National Territorial Planning, Urban Planning, Housing, and City Policy:
    • Ms. Raja Mounir was appointed Regional Inspector of Urban Planning, Architecture, and Territorial Development for the Béni Mellal-Khénifra region.
  • At the Ministry of Equipment and Water:
    • Ms. Zineb Benmoussa was appointed Director of the National Agency for Public Equipment.
