Scale-up of the "Awrach" program to the rest of the national territory starting from the beginning of March 2022 (press release)
Starting from the beginning of March 2022, the Awrach program will be extended throughout the national territory, as the third and final phase of this program will include the following prefectures and regions:
Fahs-Angra, Larache, Tangier-Asilah, Tetouan, Berkane, Driouch, Nador, Oujda-Angad, Meknes, Fez, Ifrane, Sefrou, Taza, Kenitra, Rabat, Salé, Skhirat-Temara, Beni Mellal, Fqih Bensalah, Khouribga, Ben Slimane, El Jadida, Casablanca, Mediouna, Mohammedia, Settat, Kelaat Sraghna, Marrakech, Safi, Midelt, Agadir-Idaoutnan, Inezgane-Ait Melloul, Assa Zak, Guelmim, Tan Tan, Boujdour, Laayoune and Awserd.
In addition, during the meeting of the Strategic Committee, which was held under the chairmanship of the Head of Government and in the presence of the members of the Committee, the Head of Government recalled the importance of this innovative program developed by the government, which aims to improve employability, enhance the chances of professional integration, as well as create direct jobs.
The Minister of Economic Inclusion, Micro-Entrepreneurship, Employment and Competencies also gave a detailed presentation on the development of the implementation of the program, as follows:
The sustainable integration workshops launched in all regions in accordance with the Head of Government's circular No. 03/2022 of January 12, 2022.
Temporary public workshops, which have been launched with 37 prefectures and regions distributed in two phases, with the rest of the provinces and prefectures to be covered in the next few weeks.
Actions taken such as: Preparation of mechanisms and manuals for operation and making them available to regional and regional committees – Communication and strengthening of the capacities of territorial actors.
The Strategic Committee of the Awrach program has recorded significant progress in achievement at the level of all regions as well as the regions concerned.
With regard to the workshops to support sustainable integration, which concern a grant to support the employment of target groups for a period of not less than two (02) years, and which are supervised by regional committees chaired by governors and with the membership of the heads of regions and regional directors of ministerial sectors and public institutions stipulated in the circular of the Head of Government, the following measures were undertaken:
Holding meetings in all regions and training more than 200 regional officials around the program kit.
Preparation of Request For Proposals (RFP) forms for the selection of enterprises, cooperatives and associations that will procedure.om this procedure.
Holding meetings of the regional committees of the "Awrach" program to approve the requests for proposals for projects and work on their launch.
With regard to temporary public workshops aimed at integrating target groups through fixed-term contracts, supervised by regional committees chaired by regional and prefectural workers and with the membership of the presidents of regional and prefectural councils and regional directors of ministerial sectors and public institutions stipulated in the Head of Government's Circular, the following measures were undertaken:
Holding regional and prefectural meetings with the training of about 500 regional officials on the programkit. Preparation of RFP forms for the selection of associations and cooperatives to carry out temporary workshops.
Convening and programming the regional committees of the "Awrach" program to approve the requests for proposals and work on their launch.
During the meeting of the Strategic Committee, the governance of the program was also recalled, which aims to ensure transparency and equal opportunities, especially through the requests for proposals for projects initiated by the regional and regional committees, which are based on precise principles and criteria for the selection of enterprises, cooperatives, and associations, including:
Accurate understanding of expectations regarding the workshops.
Technical capacity to carry out workshops.
Experience in the implementation of workshops similar to those subject to the request for proposals.
The proposed methodology for the completion of the workshops.
The work program of the association/cooperative, including the financial aspect.
The Strategic Committee has recorded the scheduling of RFPs in all entities to ensure equal opportunities, transparency, and integrity in the implementation of the "Awrach" program.
It should be noted that the Awrach program targets the following categories:
Persons who find it difficult to integrate into the labor market, registered with the National Agency for the Promotion of Employment and Competencies as job seekers, or persons with disabilities...
People who have lost their jobs due to the COVID-19 pandemic or other reasons:
Persons authorized by the National Social Security Fund in February 2020 and not authorized by the Fund during the six months preceding the benefit of the program, including those who benefited from compensation for loss of employment.
lists prepared by the regions/prefectures of people who have lost their source of income due to the COVID-19 crisis.
Lists prepared by the regions/prefectures on persons who have lost their source of income for specific reasons in certain territorial areas.
Sectors and companies affected by the COVID-19 pandemic.
Finally, the Head of Government praised the collective involvement of all relevant actors and called for mobilizing more efforts to continue implementing the program at the level of all provinces, regions, and prefectures.
