Council of Government of Thursday, December 8, 2022
On Thursday 13 Joumada I 1444, corresponding to 8 December 2022, the Council of Government held a Council of Government , chaired by Mr. Aziz Akhannouch, Head of Government, devoted to the presentation of a sectoral presentation on the "National Plan for Accelerating the Development of the Higher Education and Scientific Research System", to deliberate and approve a number of draft legal texts, and to consider an international agreement, as well as proposals for appointment to high-level positions in accordance with article 92 of the Constitution.

- Subsequently, the Council of Government deliberated and approved Draft law No. 60.22 on the compulsory basic health insurance scheme for persons who are able to assume participation functions and who do not engage in any gainful or unpaid activity, presented by Mr. Khalid Ait Taleb, Minister of Health and Social Protection.
- Subsequently, the Council of Government deliberated and approved draft Decree No. 2.22.731 amending and supplementing Decree No. 2.19.971 of 28 Rabii II 1441 (25 December 2019) on quasi-fiscal fees collected for the benefit of the National Road Safety Agency, presented by Mrs. Nadia Fettah, Minister of Economy and Finance.
- The Council of Government examined and approved four draft decrees, also presented by Mrs. Nadia Fettah, Minister of Economy and Finance, namely:
- Draft Decree No. 2.22.727 repealing Decree No. 2.01.2679 of 15 Chaoual 1422 (31 December 2001) imposing a quasi-tax on printed carpets for the benefit of the Maison de l'artisan (Dar Assanii).
- Draft Decree No. 2.22.728 repealing Decree No. 2.97.352 of 24 Safar 1418 (30 June 1997) imposing a quasi-fiscal fee called the "Cooperative Development Fee for the Benefit of the Office for Cooperation and Development".
- Draft Decree No. 2-22-729 amending Decree No. 2-73-116 of 29 Rabii 1 1394 (23 April 1974) implementing the Dahir of 27 Dhou Qu' Idah 1366 (13 October 1947) relating to Moroccan carpets included in crafts and crafts of an artistic nature
- Draft Decree No. 2.22.730 repealing Decree No. 2.01.2680 of 15 Chaoual 1422 (31 December 2001) imposing a quasi-tax on printed carpets for the benefit of national cooperation,
- The Council of Government continued its work by examining the statutes of the African Mineral Resources Development Centre, adopted in Addis Ababa, Ethiopia, on 31 January 2016, and Draft law No. 56.22 approving the said statute, presented by Mr. Mustapha Baitas, Minister Delegate to the Head of Government, in charge of relations with Parliament, Government spokesperson, on behalf of Mr. Nasser Bourita, Minister of Foreign Affairs, African cooperation and Moroccans Expatriates.
The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.
- At the level of the Ministry of Higher Education, Scientific Research and Innovation, the following have been appointed:
- Mr. Samir Benlafqih, Director of the Higher School of Arts and Crafts in Rabat;
- Mr. Taher El Qour, Director of Human Resources;
- At the level of the Ministry of Equipment and Water, the appointment of:
- Mr. Abdelkbir El Alaoui, Director of Road Works and Operations;
- Mr. Salaheddine Eddahbi, Director of the Oum Er Rbia Hydraulic Basin Agency;
- Mr. Moulay Ahmed Slimani, Director of the Guir-Ziz-Rhéris Hydraulic Basin Agency;
- At the level of the Ministry of Youth, Culture and Communication - Culture Department, the appointment of:
- Ms. Latefa Ahrar, Director of the Higher Institute of Dramatic Art and Cultural Animation;
- At the level of the Ministry Delegate to the Head of Government in charge of investment, convergence and evaluation of public policies, the appointment of:
- Ms. Nawal El Aissaoui, Secretary-General;
- Ms. Salma El Alaoui, Business Climate Officer;
- At the level of the Ministry of National Territory and Urban Planning, Housing and City Policy, the appointment of:
- Mr. Mohamed Hanzaz, Director of the Urban Agency of Marrakech;
