The Head of Government chairs the third meeting of the National Committee for the Simplification of Administrative and Procedural Procedures

The Head of Government, Mr. Aziz Akhannouch chaired, Monday, February 20, 2023, in Rabat, the third meeting of the National Committee for the Simplification of Administrative Procedures and Procedures, in the presence of the Minister of the Interior, Abdelouafi Laftit, the Secretary General of the Government, Mohamed Hajoui, the Minister Delegate to the Head of Government in charge of Investment, Convergence and Evaluation of Public Policies,  Mohcine Jazouli, and the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, Ms. Ghita Mezzour. 
This meeting was devoted in particular to the approval of the simplified version of administrative decisions, which are being studied at the level of the regional investment centers, as well as to the examination of the results of the implementation of the provisions of Law 19-55 on the simplification of administrative procedures and procedures. 
In his speech, the Head of Government, Mr. Aziz Akhannouch, stressed that the Government seeks to mobilize all efforts and capacities for the success of workshops to simplify administrative procedures and procedures in our country, in the application of the high instructions of His Majesty the King, may God assist him, in this area.
 


The Head of Government called on all stakeholders, including public administrations and institutions, local and regional authorities, and other relevant bodies, to work towards the preparation of a new generation of reforms related to the simplification and digitization of administrative procedures according to a specific work program, which makes the digital transformation and the exchange of information and documents between administrations a basis for a Real reform of workshops in order to simplify administrative procedures in line with the expectations of citizens and investors and to ensure efficiency and transparency in the supervision of the work of public services. 
During the meeting, the Minister Delegate to the Head of Government in charge of digital transition and administrative reform made a presentation during which she discussed the results of the implementation of this law, where she revealed that 22 administrative decisions have been simplified and digitized via the CRI Invest electronic platform to reduce by 45% the documents required for investors since 60% of the documents required concerning the acceptability of investment projects will be removed, 50% of the documents required on the real estate mobilization, and 33-45% of the documents required in operating permits.
The Minister revealed that in order to reduce the documents required of investors by 45%, five simplified techniques have been adopted, including replacing some of the required documents with information declared by the investor, providing the management with certain documents instead of requesting them from the investor, filling out certain documents after obtaining the approval of the committee,  the removal of certain unjustified documents and the replacement of a set of documents with pre-prepared forms.
During the meeting, they discussed the further development of the National Portal of Administrative Procedures and "Idarati. ma" procedures, the monitoring of the implementation of simplified procedures on the ground, and the examination of four draft decrees, with a deadline set at the end of March for approval.
