Government Council Meeting on Thursday, November 2, 2023

The government held a Government Council meeting on Thursday, 17 Rabi' Al-Alahker 1445, corresponding to November 2, 2023, under the presidency of Mr. Aziz Akhannouch, the Head of the government. During this meeting, several legal text projects were discussed in accordance with Article 92 of the Constitution.

At the beginning of the proceedings of this Government Council, Mr. Aziz Akhannouch recalled the launch, yesterday on Wednesday, in accordance with the Royal High Directives, of the distribution operation of the second installment (2,500) of financial aid intended for families affected by the Al Haouz earthquake. He specified that the first installment (20,000 dirhams) of aid for the reconstruction of homes that were either completely or partially collapsed will be made available to beneficiaries next Tuesday to support the progress of construction work.
The Head of Government, Mr. Aziz Akhannouch, also didn't fail to acknowledge the colossal efforts made by various ministerial departments involved in the reconstruction of the provinces affected by the earthquake. He emphasized that the government is diligently and effectively working on implementing the various aspects of the reconstruction and general rehabilitation program for the areas affected by the Al Haouz earthquake, in accordance with the Royal High Directives.
In accordance with the Royal High Instructions, the Head of Government has announced that this year will witness the launch of the direct social assistance program, aimed at establishing a social safety net for the benefit of targeted categories. He emphasized that the value of direct social assistance will not be less than 500 dirhams per month for each eligible family, regardless of its composition. This initiative, which our country aims to develop into an innovative institutional mechanism, is designed to support the purchasing power of families, enhance the enrollment rate, and improve social assistance for families, the elderly, and people with disabilities. He also specified that this program is based on an efficient and effective targeting of families in precarious situations, eligible for support through the Unified Social Registry (RSU).
Next, the Head of government discussed the housing assistance program, which represents a significant step in strengthening the foundations of the social State, in accordance with the Royal High will aimed at enhancing citizens' ability to access decent housing, underscoring the crucial importance of housing in preserving the dignity of citizens.
In this regard, the Head of government emphasized that the state has ensured the renewal of the approach regarding access to homeownership through direct assistance to first-time homebuyers. Through this program, which spans over a period of five years (2024-2028), the government aims to facilitate access to housing for low-income and middle-class social groups and to reduce the housing deficit. This initiative also seeks to boost economic activity and provide a significant impetus to the housing sector.
Finally, the Head of government calls on various ministerial departments to intensify their efforts to implement such quality programs and to enhance institutional and on-the-ground communication with all citizens regarding these programs.

  • Next, the Government Council reviewed and approved bill No. 59-23 establishing the National Social Assistance Agency, presented by the Minister Delegate for Relations with Parliament and Government Spokesperson, Mustapha Baitas, taking into account the raised remarks on this matter.
  • The Government Council reviewed and approved decree project No. 2.23.665 regarding the establishment of the judicial map of the Kingdom, presented by the Minister of Justice, Abdellatif Ouahbi, taking into account the mentioned observations.
  • The Government Council reviewed and approved decree project No. 2.23.350, which defines the forms of state assistance for housing and the procedures for granting it to homebuyers for their primary residence (new version), presented by the Minister Delegate for Relations with Parliament and Government Spokesperson, Mustapha Baitas, on behalf of the Minister of National Territory Planning, Urbanism, Housing, and City Policy, Fatima Zahra El Mansouri.
