Government Council Meeting of Thursday, April 18, 2024

The government council meeting was held on Thursday, 09 Chaoual 1445, corresponding to April 18, 2024, under the chairmanship of Mr. Aziz Akhannouch, dedicated to the examination of several legal text projects, the review of an international agreement, as well as the discussion of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of the council's work, regarding draft law No. 22.24 amending and supplementing law No. 47.18 on the reform of Regional Investment Centers (CRI) and the creation of unified regional investment commissions, it was presented and examined in its main lines for submission for approval at a later government council.
  • Subsequently, the Government Council examined and adopted draft decree No. 2.23.1119 establishing the procedures for establishing the list of arbitrators as well as the conditions for registration and removal, presented by the Minister of Justice, Mr. Abdellatif Ouahbi.
  • Following this, the Government Council examined and approved draft decree No. 2.23.681 concerning the design, production, maintenance, and airworthiness of aircraft, presented by the Minister of Transport and Logistics, Mohamed Abdeljalil.

The Government Council continued its work by being informed of an agreement concluded within the framework of the United Nations Convention on the Law of the Sea, concerning the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction, adopted in New York on June 19, 2023, and signed by the Kingdom of Morocco on September 21, 2023, as well as Bill No. 10.24 approving the said agreement. Both texts were presented by the Minister of Energy Transition and Sustainable Development, Leila Benali, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, Nasser Bourita.

The Government Council concluded its work by examining and approving proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution. The following appointments were made:

  • At the level of the Ministry Delegate in charge of Relations with Parliament:
    • Chafik El Oudghiri, Secretary-General;
  • At the level of the Ministry Delegate in charge of Digital Transition and Administrative Reform:
    • Mohamed Ibrahimi, Inspector General;
  • At the level of the Ministry of Higher Education, Scientific Research, and Innovation:
    • Belaid Bouikhalene, Director of the National School of Applied Sciences in Beni Mellal;
    • Ali Ahaitouf, Director of the Higher Normal School of Fes;
  • At the level of the Ministry of Industry and Commerce:
    • Lahcen Masaoudi, Director of Human Resources and Finance, Information Systems, and General Affairs
