Government Council Meeting on Thursday, May 23, 2024

The government council was held on Thursday, 14 Dhou al-Qi'da 1445, corresponding to May 23, 2024, under the presidency of Mr. Aziz Akhannouch, dedicated to the examination of several legal texts projects, the examination of an international agreement, as well as the discussion of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of the proceedings, the Government Council examined and adopted the draft decree no. 2.24.400, amending and supplementing decree no. 2.77.862 of 25 Chaoual 1397 (October 9, 1977) for the implementation of the Customs and Indirect Taxes Code under the Customs and Indirect Taxes Administration, approved by the Law Decree no. 1.77.339 of 25 Chaoual 1397 (October 9, 1977). The draft decree was presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa.
  • Subsequently, the Council examined and adopted the draft decree no. 2.24.395 on the reorganization of the Center for Educational Guidance and Planning, presented by the Minister of National Education, Preschool, and Sports, Chakib Benmoussa.
  • Furthermore, the Council examined and adopted the draft decree no. 2.24.396 amending decree no. 2.08.521 of December 18, 2008, on the reorganization of the Teacher Training Center, presented by the Minister of National Education, Preschool, and Sports, Chakib Benmoussa.
     

The Government Council took note of an agreement between the Moroccan government and the Francophone University Agency (AUF) regarding the facilities and benefits of the North Africa Regional Directorate and the AUF National Office in Morocco. The agreement was signed on September 7, 2022, in Rabat. The draft law 16-24 approving the said agreement was presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, Nasser Bourita.

The Council concluded its proceedings by approving the proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution. The following appointments were made:

  • At the Ministry of Economy and Finance:
    • Mohamed El Amine Seghrouchni, Director of Control, Audit, and Inspection at the General Treasury of the Kingdom.
  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Hassane Erguig, Director of the Higher School of Technology in Kenitra.
  • At the Ministry of Economy and Finance - Customs and Indirect Taxes Administration:
    • Hassan Lahlou, Director of Studies and International Cooperation.
    • Chafik Essalouh, Director of Prevention and Litigation.
  • At the High Commission for Planning:
    • Ayache Khellaf, Secretary-General.
