Government Council Meeting on Thursday, July 4, 2024

The Government Council met on Thursday, Dhou al-Hijja 27, 1445, corresponding to July 4, 2024, under the chairmanship of Mr. Aziz Akhannouch. The meeting was dedicated to the discussion of several legal texts and proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of this meeting, the Government Council examined and adopted draft decree no. 2.24.328, establishing the responsibilities and organization of the Ministry of National Education and Preschool.
    This project is part of the alignment with the new government architecture, established by Dahir no. 1.21.111 of October 11, 2021, appointing members of the government, which added the Preschool and Sports departments to the Ministry of National Education. This text is implemented in accordance with the provisions of framework law no. 51.17 on the education, training, and scientific research system, particularly those related to the implementation of governance principles and rules in the management of the education system through the revision of the organization of administrative structures and their mode of operation.
    This draft decree aims to comprehensively revise decree no. 2.02.382 of July 17, 2002, regarding the responsibilities and organization of the Ministry of National Education, by establishing the effective responsibilities of the Ministry of National Education and Preschool. This includes, in particular, the responsibilities related to the development of government policy in the field of national education and preschool and its implementation in coordination with other ministries, institutions, and relevant organizations, as well as the determination of the central administration structures of the department and the missions entrusted to it.
  • Next, the Government Council examined and adopted a series of draft decrees that are part of the implementation of commitments arising from social dialogue. These include draft decrees related to:
    • The specific status of the interministerial body of administrators;
    • The specific status of the interministerial body of engineers and architects;
    • The specific status of the interministerial body of editors;
    • The specific compensation system for the interministerial body of technicians.
    • Special status of the interministerial body of administrative assistants.
    • Special status of the interministerial body of assistant technicians.
    • Special status of the interministerial body of trainers in vocational training establishments.
    • The specific remuneration system for certain civil servants in public administrations.
    • The establishment of an administrative hierarchy allowance for civil servants and officials of the central administration, as well as for the personnel shared among public administrations and the personnel of specific departments within ministries.
    • The specific status of the General Inspectorate of Finance.
    • The specific status of the officials of the House of Representatives.
    • The specific status of the officials of the House of Councillors.
    • Special status of the personnel of the Ministry of Foreign Affairs and Cooperation.
    • Establishment of a body of legal advisors for administrations within the General Secretariat of the Government.
    • In the determination of the allowances and benefits allocated to magistrates of the first, second, and third grades.
    • In the determination of the compensation and benefits granted to magistrates of exceptional and excellent ranks.
    • In the determination of allowances and benefits for magistrates outside the scale.
    • Special status of the secretariat-registry body.
    • To the specific status of the officials of the penitentiary and rehabilitation administration.
    • Special status of the personnel of the Supreme Council of the Judiciary.
    • To the specific status of civil servants of the Customs and Indirect Taxes Administration.
    • In the determination of allowances and benefits granted to magistrates of financial jurisdictions.
    • Special status of the staff of the Competition Council.
    • The establishment of a higher position of research officer within the various ministerial departments.
    • Special status of the labor inspectors' corps.
    • Special status of national security personnel.
    • The specific status of the personnel of the Ministry of Cultural Affairs and.
    • Special status of civil servants in the Ministry of Economy and Finance.
  • Furthermore, the Government Council has been informed of a number of draft decrees for their presentation before the Council of Ministers. These draft decrees pertain to :
    • Determination of the modalities for the implementation of the provisions of the specific status of the Auxiliary Forces personnel.
    • The determination of the modalities for the implementation of the provisions of the specific status of personnel of the Civil Protection and doctors working at the General Directorate of Civil Protection and the relevant external services.
    • The determination of the ranks of military personnel benefiting from the status of employees of the Royal Armed Forces (FAR).
    • The determination of salary regime, as well as the provision of sustenance and travel expenses for military personnel of the Armed Forces.
       

The Council concluded its work by approving the proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution. The following appointments were made :

  • At the Ministry of Energy Transition and Sustainable Development:
    • M. Saad Achebour has been appointed as the Director of Administrative Affairs and Information Systems (Department of Energy Transition).
    • Ms. Hafsa Lakhlifi has been appointed as the Director of Circular Economy and Pollution Control (Department of Sustainable Development).
    • M. Mustapha Majdoubi, Director of Resources and Information Systems (Department of Sustainable Development) ;
  • At the level of the Ministry of Transport and Logistics :
    • M. Benacer Boulaajoul has been appointed as the Director of the National Road Safety Agency (NARSA).
  • At the level of the Ministry of Industry and Trade :
    • M. Hafid Chakra has been appointed as the Director of Coordination and Monitoring of Decentralized Services.
