Government Council Meeting on Thursday, August 29, 2024
The Government Council met on Thursday, 24 Safar 1446, corresponding to August 29, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the review of several draft legal texts and proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the beginning of this meeting, the Head of Government, on behalf of himself and the members of the government, renewed his sincere congratulations to His Majesty the King, may God assist him, on the occasion of the Revolution of the King and the People, as well as the Youth Day. He expressed his wishes for stability, progress, and prosperity for His Majesty and the entire Moroccan people.
The Head of Government also emphasized the importance of the Royal Guidelines, as presented in the Throne Speech, describing them as "a compass for government action," particularly regarding the strategic management of water issues. This will require continuous updates to the national water policy mechanisms and the acceleration of associated projects in the upcoming phase.
In this regard, The Head of Government highlighted that the Royal Guidelines provide a clear approach. Accordingly, the government intends, in line with the budgetary directive note for the 2025 Finance Bill, which was sent to various ministries earlier this month, to continue implementing reforms across all sectors with the necessary speed and efficiency to realize the government’s program.
While consolidating the foundations of the social state as per His Majesty’s vision, the government will focus in the second half of its term on strengthening investment dynamics and job creation by fostering an environment conducive to sustainable economic growth. This will ensure a strategic balance between the social and economic dimensions, in line with the development vision set out by His Majesty the King.
In conclusion, the Head of Government stressed the major challenges to be addressed during this political season, which require increased efforts for the implementation of adopted public policies while accelerating the pace of work. He emphasized the need for seriousness and efficiency in executing the various planned projects so that the government can live up to the responsibilities entrusted by His Majesty the King and earn the trust of Moroccan citizens.
- The Government Council then reviewed and adopted draft law no. 03.23 amending and supplementing law no. 22.01 related to criminal procedure, taking into account the comments raised. It was presented by the Minister of Justice, Abdellatif Ouahbi.
- The Government Council also examined and adopted draft decree no. 2.24.656 amending decree no. 2.09.684 of 30 Rabii I 1431 (March 17, 2010) on the creation of the Betoya export free zone, presented by the Minister of Industry and Trade, Ryad Mezzour.
- Regarding draft decree no. 2.24.657 amending decree no. 2.10.337 of 16 Jumada I 1432 (April 20, 2011) on the creation of the "Tanger Automotive City" export free zone, it was decided to postpone it to a future government meeting.
The Government Council meeting concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution. The following appointments were made:
- • At the Ministry of Equipment and Water:
- Mr. Abdelfetah Sahibi was appointed Secretary-General.
- • At the Ministry of Higher Education, Scientific Research, and Innovation:
- Mr. Rachid Oumlil was appointed Director of the National School of Commerce and Management in Settat.
- • At the Ministry Delegate to the Head of Government in charge of Investment, Convergence, and Evaluation of Public Policies:
- Mr. Mohamed Assous was appointed Director-General of the Regional Investment Center for the Guelmim-Oued Noun region.
