The Head of Government chaired the 12th meeting of the Interministerial Commission in charge of the deployment of the reconstruction and development program for the areas affected by the Al Haouz earthquake.
- In line with the High Royal Instructions, the emergency aid of 2,500 dirhams for families whose homes were partially or completely destroyed has been extended by five months.
- Progress in the construction and rehabilitation of 50,807 homes follows the issuance of 56,095 reconstruction permits. Ground solutions for 1,700 homes located in difficult terrain have been implemented.
- A total of 57,703 families received a first installment of 20,000 dirhams for the reconstruction and rehabilitation of their homes; 26,110 families received the second installment, 12,839 families received the third installment, and 1,868 families received the fourth and final installment of support.
- The second phase of rehabilitating and rebuilding 153 health centers, at a cost of over 532 million dirhams, has been launched. Furthermore, 127 schools have reopened, with the rehabilitation of 42 additional educational institutions expected to be completed by the end of November.
- Free distribution of 30,510 heads of livestock has benefited 3,051 breeders in the affected areas. Work continues on rehabilitating various walls and archaeological sites, with a total budget exceeding 130 million dirhams.
On Wednesday, October 2, 2024, in Rabat, the Head of Government, Mr. Aziz Akhannouch, chaired the 12th meeting of the interministerial commission responsible for the general reconstruction and rehabilitation program for the areas affected by the Al Haouz earthquake. The commission noted the positive pace of the program's implementation. In accordance with the High Royal Instructions, the commission decided to extend the duration of the emergency aid payments of 2,500 dirhams to families whose homes were partially or completely destroyed. This follows the completion of the 12-month emergency aid payment operation of 2,500 dirhams per month, which had a total cost of 17 billion dirhams. The commission also noted that by the end of September, 56,095 reconstruction permits had been issued and work on the reconstruction and rehabilitation of 50,807 damaged homes was progressing.
The debris clearing operation at collapsed homes is in its final stages. The commission confirmed the implementation of ground solutions for 1,700 homes located in difficult terrain areas. The commission also established that 57,703 families received a first payment of 20,000 dirhams for the reconstruction and rehabilitation of their homes that were totally or partially destroyed. Of these, 26,110 families received a second payment, 12,839 families received a third payment, and 1,868 families received the fourth and final payment, amounting to more than 2 billion dirhams in total.
The commission also examined the progress of upgrading the four road axes of National Route N7 over a length of 64 kilometers, with a total budget of 665 million dirhams. Four regional equipment teams have been created, equipped with 37 machines, to be reinforced with nine additional machines, for a total budget of 160 million dirhams.
In the health sector, following the completion of the first phase of upgrading 42 priority health centers, the commission noted the start of the second phase, which involves upgrading or rebuilding 153 health centers, at a cost of 532 million dirhams.
In the agriculture sector, by the end of September, 30,510 heads of livestock were distributed free of charge to 3,051 breeders. The commission noted the restoration of various damaged irrigation channels, as well as the near completion of repairs to small and medium hydraulic works in these regions, and the restoration of damaged water points for livestock. Additionally, the planned rehabilitation of 54 kilometers of rural paths is nearing completion.
In the education sector, 127 schools were reopened for the current school year, while rehabilitation work continues on 42 schools, which are expected to be ready by the end of November, thus completing the first phase of rehabilitating damaged schools. The commission also reviewed the progress of the second phase of the planned rehabilitation and construction of schools, with the goal of completing these projects within the established deadlines. The commission recommended speeding up the presentation of the third phase of the rehabilitation and construction program for schools.
In the tourism sector, the commission noted the processing of 258 applications for financial support out of 386 applications submitted by classified tourist accommodation establishments affected by the earthquake. Of these, 153 tourist establishments received the first tranche of support, amounting to 50 million dirhams, and the second tranche, benefiting 13 establishments, amounted to 6 million dirhams.
In the social and solidarity economy sector, the commission recorded the submission of 173 applications for cooperative support, with a total budget of 29 million dirhams. The first, second, and third tranches of support are being disbursed to 166 cooperatives, with a total budget of 7 million dirhams to date.
In the industry and commerce sector, the commission noted the payment of the first tranche of support to 153 street vendors and the imminent completion of the rehabilitation of the "Tlat n'Yacoub" market in the Al Haouz province, which includes 118 sales points.
Finally, the commission reviewed the rehabilitation projects for several walls and archaeological sites damaged by the earthquake, with 23 projects in total, including eight projects underway, for a total budget of over 130 million dirhams.
