Second Meeting of the Government Council, Friday, October 18, 2024

The Government Council convened on Friday, Rabia Al-Akher 14, 1446, corresponding to October 18, 2024, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch, following the work of the Council of Ministers dedicated to the review and adoption of the 2025 Draft Finance Bill (DFB), and its accompanying texts, as well as decrees related to the field of justice.
This meeting followed the Council of Ministers' work on reviewing and adopting the 2025 Draft Finance Bill (DFB) and its accompanying texts, along with related justice decrees.

The Government Council discussed and adopted Finance Bill No. 60.24 for the year 2025, presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa.
The Council also adopted the decrees accompanying the Finance Bill, which involve delegating authority in matters of financing and borrowing. These are :

  • Decree No. 2.24.950, delegating authority to the Minister of Economy and Finance in matters of domestic borrowing and the use of other financial instruments;
  • Decree No. 2.24.951, delegating authority to the Minister of Economy and Finance in matters of external financing;
  • Decree No. 2.24.952, delegating authority to the Minister of Economy and Finance for the signing of loan agreements aimed at repaying costly external debt and for the signing of agreements concerning risk guarantees related to interest and exchange rates.

The Government Council continued its work by reviewing and adopting three decrees related to the justice sector, presented by the Minister of Justice, Abdellatif Ouahbi. These include:

  • Decree No. 2.24.485, concerning various measures related to magistrates and justice attachés;
  • Decree No. 2.24.955, amending and supplementing Decree No. 2.11.473 of Chaoual 15, 1432 (September 14, 2011), which outlines the special status of the registry secretariat corps;
  • Decree No. 2.24.956, regarding overtime compensation for the registry secretariat corps.
