The Head of Government Chairs a Meeting of the Ministerial Commission Steering the Reform of the National Education and Preschool System
The Head of Government, Mr. Aziz Akhannouch, chaired a meeting on Wednesday, November 27, 2024, in Rabat of the Ministerial Commission responsible for steering the reform of the national education and preschool system. The meeting was attended by the Minister of Economy and Finance, Ms. Nadia Fettah; the Minister of National Education, Preschool, and Sports, Mr. Mohamed Saad Berrada; and the Delegate Minister for the Budget, Mr. Fouzi Lekjaa.
This meeting focused on monitoring the implementation of the various projects outlined in the 2022-2026 roadmap for reforming the national education system. The roadmap is structured around three main pillars: fundamental learning, the promotion of personal development and citizenship, and the effective realization of compulsory education. The roadmap aims to double the percentage of primary school students mastering basic skills, double the percentage of students participating in extracurricular activities, and reduce the school dropout rate by one-third to reinforce compulsory education.
The Head of Government emphasized that the government, fully aware of the importance of reforming the education system and in alignment with the High Royal Directives, has taken all necessary legislative, organizational, financial, and institutional measures to ensure the success of the roadmap. He expressed satisfaction with the pace of its implementation, which is expected to elevate the quality and attractiveness of public education. He also commended the commitment and motivation of teaching staff throughout their careers, in line with government program provisions.
He further called for continued mobilization to implement all programs with the same intensity to ensure the success of the national education system reform and achieve a qualitative leap in education standards.
For his part, the Minister of National Education, Preschool, and Sports, Mr. Mohamed Saad Berrada, highlighted the government's strong commitment to realizing a school system that ensures equal opportunities. He stressed that his department has prioritized quality in recruitment, training, and motivation of sector professionals to ensure their ongoing dedication to the success of public school reform.
During the meeting, it was noted that the overall budget allocated to the Ministry of National Education, Preschool, and Sports has increased significantly, rising from 62 billion dirhams in 2021 to 91 billion dirhams in the 2025 Finance Bill—an increase of over 45%.
The commission also reviewed the progress of programs aimed at expanding and improving the educational offerings for preschool, primary, and middle school students. The enrollment rate in public preschool education has reached 80%, with a target of 90% by 2026.
Additionally, the commission discussed the status of the project to generalize "pioneer institutions" in primary and middle schools and improve the quality of learning in secondary education. This ambitious initiative seeks to revitalize public schools, introduce a new dynamic in the management of public educational institutions, and provide teachers with quality training to contribute to the success of this leading experience.
Results from the first year of the "pioneer institutions" experiment, conducted in 626 public primary schools across urban, peri-urban, and rural areas during the 2023-2024 academic year, showed a significant impact on student learning levels and overall institutional performance. Building on these results, the Ministry has initiated a new phase of the experiment in middle and secondary schools, involving 323 institutions for the 2024-2025 academic year, with plans to extend to 730 institutions in 2025-2026.
Notably, for the 2024-2025 academic year, the "pioneer institutions" project has expanded to include 2,626 primary schools, benefiting 1.3 million students—representing 30% of primary-level students.
