Meeting of the Government Council on Thursday, March 6, 2025
The Government Council met on Thursday, 5 Ramadan 1446, corresponding to March 6, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the examination of several legal texts as well as the review of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
• At the beginning of the session, the Government Council examined and adopted Draft Decree-Law No. 2.25.168, which complements Law No. 47.18 on the reform of Regional Investment Centers (CRI) and the creation of Unified Regional Investment Commissions (CRUI), incorporating the observations raised. This draft was presented by the Minister Delegate to the Head of Government in charge of Investment, Convergence, and Evaluation of Public Policies, Mr. Karim Zidane.
• Subsequently, the Government Council, convened on Thursday, adopted Draft Decree No. 2.25.152, implementing Law No. 18.18 on the organization of public fundraising campaigns and the distribution of aid for charitable purposes. This decree was presented by the Minister of the Interior, Mr. Abdelouafi Laftit.
• The Council then examined and adopted Draft Decree No. 2.25.147, which establishes the Benguerir Industrial Acceleration Zone (ZAI). This decree was presented by the Minister of Industry and Trade, Mr. Ryad Mezzour.
The Government Council continued its work by reviewing the Statute of the Arab Center for Studies on Social Policies and the Fight Against Poverty in Arab Countries, adopted in Cairo on September 9, 2021, and signed by the Kingdom of Morocco on March 13, 2024, as well as Draft Law No. 24.24, which approves the said Statute. These texts were presented by the Minister of Solidarity, Social Inclusion, and Family, Ms. Naïma Ibn Yahya, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, Mr. Nasser Bourita.
The meeting of the Government Council concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
- At the Ministry of Higher Education, Scientific Research, and Innovation:
- Mr. Mohamed Khelfaoui was appointed Secretary-General.
- At the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests – Agriculture Department:
- Mr. Bilal Hajouji was appointed Director of the National Interprofessional Office for Cereals and Legumes.
- Mr. Abdelhadi Sbia was appointed Director of Rural Area Development and Mountainous Regions.
- Ms. Lamiae Ghouti was appointed Director of the National Institute of Agronomic Research.
- Mr. Mohamed El Amine El Amrani was appointed Director of Administrative and Legal Affairs.
- Ms. Bouchra Chorfi was appointed Director of Education, Training, and Research.
- At the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests – Maritime Fisheries Department:
- Mr. Abdelhakim Aouragh was appointed Director of the Control of Maritime Fishing Activities.
- Mr. Mohamed Hmamou was appointed Director of Maritime Training, Seafarers, and Rescue Operations.
