Government Council Meeting of Thursday, March 28, 2025

The Government Council met on Friday, 27 Ramadan 1446, corresponding to March 28, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to reviewing a sectoral presentation, examining several draft legal texts, and studying proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the beginning of this session, on the occasion of the blessed Eid al-Fitr, the Head of Government, on his own behalf and on behalf of the members of the government, extended his warmest congratulations and best wishes to His Majesty King Mohammed VI, may God assist him, as well as to the entire royal family and the Moroccan people. He prayed to the Almighty for continued progress and prosperity for the country.
The Government Council then followed a presentation on the key aspects of the reform of the education system, delivered by the Minister of National Education, Preschool, and Sports, Mohamed Saad Berrada.
The minister's presentation focused on the main projects launched under the 2022-2026 roadmap, aimed at providing quality public education for all, in accordance with the provisions of Framework Law 51.17 on the education, training, and scientific research system.
Regarding preschool education, the presentation highlighted that the generalization rate for this level has exceeded 80%, with the goal of achieving full generalization by 2028, "thanks to the adoption of an innovative and efficient management model and the development of a high-quality educational offering." The minister stated that the concrete implementation of a new pedagogical model is progressing through the gradual establishment of the "Pioneer Schools" project in primary and lower secondary education across all provinces and prefectures of the Kingdom, covering urban, peri-urban, and rural areas. As of the current school year, the number of these institutions has reached 2,626 for primary education and 232 for lower secondary education.
The presentation also addressed other aspects related to educational and career guidance, as well as second-chance schools and community schools, given their crucial role in combating school dropout. Additionally, it emphasized the role of personal development centers in fostering students’ open-mindedness and life skills.
Furthermore, the presentation highlighted the achievements made for ministry employees, particularly the adoption of a new status for National Education staff, the improvement of their administrative and financial conditions, and the strengthening of the attractiveness of education and training professions.
Subsequently, the Government Council followed a presentation on Morocco's progress in strengthening women's rights and gender equality, delivered by the Minister of Solidarity, Social Inclusion, and Family, Naima Benyahia.
The presentation outlined the key milestones in Morocco’s gender equality journey, guided by the enlightened leadership of His Majesty King Mohammed VI. It highlighted legislative reforms and government programs aimed at achieving the economic and social empowerment of women as contributors to and beneficiaries of national development.
The presentation also addressed major advances in consolidating women's rights, particularly through significant legislative achievements, including the reform of the Family Code and other legal reforms related to the protection of women's rights.
The minister also underscored the government's efforts to implement the provisions of the Government Plan for Equality 2023-2026, as well as the outcomes of institutions under her ministry's supervision for the 2023-2024 period, and the Executive’s efforts to achieve the program's objectives.
 

  • The Government Council continued its work by reviewing and adopting draft decree No. 2.25.148, amending decree No. 2.22.433 of 25 Dhu al-Hijjah 1443 (July 25, 2022), establishing the Ain Johra Industrial Acceleration Zone (ZAI), presented by the Minister of Industry and Trade, Ryad Mezzour.
  • Next, the Government Council examined and adopted draft decree No. 2.24.1143, defining the responsibilities and organization of the Department of Communication, presented by the Minister of Youth, Culture, and Communication, Mohamed Mehdi Bensaid.
