On Thursday, 22 Rabii 2 1444, corresponding to 17 November 2022, the Government held a Council of Government, chaired by Mr. Aziz Akhannouch, Head of Government, devoted to the deliberation and approval of a number of draft legal texts and proposals for appointment to high-level positions in accordance with Article 92 of the Constitution.

  • Subsequently, the Council of Government deliberated and approved draft Decree No. 2.22.910 on the increase in pensions paid by the National Social Security Fund, presented by Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, on behalf of Ms. Nadia Fettah, Minister of Economy and Finance.
  • Following that, the Council of Government deliberated and approved seven draft decrees, presented by Mr. Mustapha Baitas, Minister Delegate to the Head of Government in charge of Relations with Parliament, Government Spokesperson, on behalf of Mr. Khalid Ait Taleb, Minister of Health and Social Protection.
    • Draft Decree No. 2.22.797 implementing Law No. 65.00 as the Basic Code of Medical Coverage, with regard to the compulsory basic health insurance system for persons unable to assume the obligations of participation.
    • Draft Decree No. 2.22.857 amending and supplementing the Annex to Decree No. 2.18.622 of 10 Joumada I 1440 (17 January 2019) implementing Law No. 98.15 on the Compulsory Basic Health Insurance System and Law No. 99.15 establishing à pension system for categories of professionals, self-employed persons and self-employed persons engaged in private activity.
    • Draft Decree No. 2.22.858 implementing the law No. 98.15 relating to the basic compulsory health insurance scheme and the law No. 99. 15 instituting the pension scheme for the categories of professionals, self-employed and non-salaried persons exercising a liberal activity, with regard to the natural persons keeping accounts. 
    • Draft Decree No. 2.22.859 amending and supplementing Decree No. 2.21.751 of 23 Rabii II 1443 (29 December 2021) implementing Law No. 98.15 and Law No. 99.15, with regard to traders keeping accounts. 
    • Draft Decree No. 2.22.860 implementing Law No. 98.15 and Law No. 99.15 on unpaid athletes and sports executives active in football.
    • Draft Decree No. 2.22.861 implementing Law No. 98.15 and Law No. 99.15 with regard to professional and accredited journalists, self-employed persons, etc.
    • Draft Decree No. 2.22.911 implementing Law No. 98.15 and Law No. 99.15 with regard to athletes and non-salaried sports personnel who participate in certain sports.
       

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

  • At the level of the Ministry of Higher Education, Scientific Research and Innovation, the following have been appointed:
    • Mr. Mohamed Azrour, Dean of the Multidisciplinary Faculty of Errachidia;
    • Mr. Brahim Lommou, Director of the Ecole Supérieure de Technologie de Meknes;
    • Mr. Brahim Lakhal, Dean of the Faculty of Medicine and Pharmacy of Rabat;
    • Ms. Nawal Bouyahiaoui, Dean of the Faculty of Dentistry of Rabat.
  • At the level of the Ministry of Energy Transition and Sustainable Development, the appointment of:
    • Mr. Hamid Marah, Director of the National Centre for Nuclear Energy, Science and Technology (CNESTEN).
