On Thursday 29 Rabii II 1444, corresponding to 24 November 2022, the Government held a remote Council of Government , chaired by Mr. Aziz Akhannouch, Head of Government, devoted to the deliberation and approval of a number of draft legal texts, the revision of an international agreement and proposals for appointment to positions of responsibility in accordance with Article 92 of the Constitution.

  • At the beginning of this meeting, the Council of Government deliberated and approved Draft law No. 53.22 approving Decree-Law No. 2.22.770 of 9 Rabii I 1444 (6 October 2022) on special provisions for the National Press Council, presented by Mr. Mohamed Mehdi Bensaid, Minister of Youth, Culture and Communication.
  • Subsequently, the Council of Government deliberated and approved the draft decree No. 2.22.932 extending the validity of the state of health emergency throughout the national territory to deal with the coronavirus-Covid-19 epidemic, presented by Mr. Abdelouafi Laftit, Minister of the Interior.
  • Then, the Council of Government deliberated and approved draft Decree No. 2.22.923 establishing the threshold for the compulsory basic health insurance scheme for persons unable to assume the functions of participation, taking into account the comments made by Ms. Nadia Fettah, Minister of Economy and Finance.
  • Following that, the Council of Government deliberated and approved draft Decree No. 2.22.924 on the Board of Directors of the National Social Security Fund on the compulsory basic health insurance scheme for persons unable to assume participation functions, also presented by Ms. Nadia Fettah, Minister of Economy and Finance.
     

The Council of Government considered Convention No. 118 concerning Equality of Treatment of Nationals and Non-Nationals in the Field of Social Security, adopted by the General Conference of the International Labour Organization at its forty-sixth session, held at Geneva on 28 June 1962, and Draft law No. 51.22 approving the said Convention,  presented by Mr. Younes Sekkouri Oubbahessou, Minister of Economic Inclusion, Small Business, Employment and Skills, on behalf of Mr. Nasser Bourita, Minister of Foreign Affairs, African cooperation and Moroccans Expatriates.

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

  • At the level of the Ministry of National Education, Preschool, and Sports, the following have been appointed:
    • Mr. Abdelmoumen Taleb, Director of the Regional Academy of Education and Training of the Casablanca-Settat Region;
  • At the level of the Ministry of Higher Education, Scientific Research and Innovation, the appointment of:
    • Mr. Hassan Mahmoudi, Director of the Mohammedia School of Engineers of Rabat;
    • Mr. Hafid Saber, Dean of the Faculty of Science, Chouaib Doukkali University, El Jadida;
    • Mr. Mohamed Naji, Dean of the Faculty of Letters and Human Sciences of Ibn Zohr University in Agadir;
  • At the level of the Ministry of Equipment and Water, the appointment of:
    • Mr. Mohamed, Abdellah Zouini, Director of the Loukkos Hydraulic Basin Agency;
    • Mr. Sidi El Mokhtar El Konti, Director of the Sakia El Hamra-Oued Eddahab Hydraulic Basin Agency;
    • Mr. Mohamed Chtioui, Director of the Tensift Hydraulic Basin Agency;
  • At the level of the Ministry of Economy and Finance, appointing:
    • Mr. Abdelhafid El Hassani, Director of Personnel Expenses at the General Treasury of the Kingdom.
