Government Council Meeting of Thursday, November 15, 2023

The Government Council held a meeting on Wednesday, 1st Joumada I 1445 corresponding to November 15, 2023, under the presidency of Mr. Aziz Akhannouch, the Head of the Government, dedicated to the discussion of several legal texts, the examination of international agreements, and the consideration of proposals for appointments to high-level positions in accordance with Article 92 of the Constitution.

  • At the beginning of its proceedings, the Government Council approved the draft decree No. 2.23.80 on the protection and prevention of floods and the management of related risks, presented by the Minister of Equipment and Water, Nizar Baraka
  • Regarding the draft decree No. 2.23.725 amending and supplementing decree No. 2-18-738 of November 30, 2018 (22 Rabii I 1440) establishing the Souss-Massa export free zone, presented by the Minister of Transport and Logistics, Mohamed Abdeljalil, on behalf of the Minister of Industry and Commerce, Ryad Mezzour, the Council decided to postpone the examination for the purpose of enriching its content.
  • Next, the Government Council adopted the draft decree No. 2.23.828 implementing Article 6 of Law No. 47.09 on energy efficiency, presented by the Minister of Energy Transition and Sustainable Development, Leila Benali, taking into account the comments made.
     

The Government Council was informed about two cooperation agreements with Sierra Leone and Angola, presented by the Minister Delegate in charge of Relations with Parliament, Government Spokesperson, Mustapha Baitas, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad:
Firstly,

  • The mutual legal assistance agreement in the field of criminal law between the Kingdom of Morocco and the Republic of Sierra Leone, signed on April 28, 2023, in Dakhla, and draft law No. 30.23 approving the said agreement. This agreement aims to strengthen the legal framework for mutual legal assistance in criminal matters, while specifying the modalities for requesting this assistance and the cases justifying its rejection.

Secondly,

  • The cooperation agreement in the field of tourism signed on July 11, 2023, in Rabat between the Kingdom of Morocco and the Republic of Angola. This agreement aims to promote tourist exchanges between Morocco and Angola and strengthen cooperation between the central administrations, authorities, national offices, agencies, and professional tourism associations of both countries.

The Government Council approved proposals for appointments to senior positions, in accordance with Article 92 of the Constitution:

  • At the Ministry of National Territorial Planning, Urbanism, Housing, and City Policy:
    • Imane Bentahila was appointed Director of the National School of Architecture (ENA) in Agadir.
    • Nada Es-Sallak was appointed Director of the National School of Architecture (ENA) in Fes.
  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Mr. El Madani Saad was appointed Director of the Higher Institute of Health Sciences in Settat.
    • Mr. Mohammed Sadik was appointed Director of the National School of Applied Sciences (ENSA) in Berrechid.
