Government Council Meeting of Thursday, November 21, 2024

The Government Council convened on Thursday, Joumada Al Oula 18, 1446 (corresponding to November 21, 2024), under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting focused on reviewing several legal texts, acknowledging two international agreements, and discussing proposals for appointments to senior positions in accordance with Article 92 of the Constitution.

  • At the opening of its proceedings, the Government Council reviewed and adopted Draft Law No. 22.33 on the protection of heritage, after taking into account the observations raised during its examination. The draft law was presented by the Minister of Youth, Culture, and Communication, Mohamed Mehdi Bensaid.
  • Subsequently, the Government Council reviewed and adopted Draft Decree No. 2.24.1050, amending Decree No. 2.24.064 of Rejeb 13, 1445 (January 25, 2024), which waived import tariffs on domestic cattle, as well as Decree No. 2.24.962 of Rabii II 14, 1446 (October 18, 2024), which waived import tariffs on domestic sheep, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Ahmed El Bouari, on behalf of the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa.
     

The Council then reviewed two international agreements along with the related draft laws, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita. These included:

  • A military and technical cooperation agreement between the Kingdom of Morocco and the Government of Romania, signed on February 27, 2024, as well as Draft Law No. 18.24 approving the agreement.
  • The Constitutive Charter of the Digital Cooperation Organization (DCO), adopted in November 2020 and signed by the Kingdom of Morocco on March 17, 2022, along with Draft Law No. 26.24 approving the aforementioned charter.
     

The meeting of the Council of Government concluded with the review and approval of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Agriculture Department:
    • Mrs. Samira Hadraoui was appointed Director of the Regional Office for Agricultural Development of Haouz.
  • At the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy, Tourism Department:
    • Mr. Achraf Faida was appointed Director of the Moroccan National Tourist Office.
  • At the Ministry of Energy Transition and Sustainable Development, Energy Transition Department:
    • Mr. Ahmed Bouzid was appointed Director General of Energy and Mineral Production Development.
  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Mr. Mohamed El Ghachi was appointed President of Mohammed V University in Rabat.
    • Mr. Yassine Zaghloul was appointed President of Mohammed I University in Oujda.
  • At the Ministry of Equipment and Water:
    • Mr. Mohamed Kechar was appointed Director General of Roads.
