Government Council Meeting on Thursday, March 20, 2025

The Government Council met on Thursday, 19 Ramadan 1446, corresponding to March 20, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to reviewing several legal texts, acknowledging an international agreement, and considering proposals for senior appointments, in accordance with Article 92 of the Constitution.
- At the beginning of the session, regarding Draft Decree No. 2.23.1043 on maritime investigations into sea accidents involving fishing vessels, it was decided to postpone its discussion for further examination.
- The Government Council then reviewed and adopted Draft Decree No. 2.24.655, amending Decree No. 2.10.313 of September 29, 2010, concerning the enforcement of Law No. 52.05 on the Highway Code, specifically regarding transactional and fixed fines, taking into account the observations made. This draft was presented by the Minister of Equipment and Water, Nizar Baraka, on behalf of the Minister of Transport and Logistics, Abdessamad Kayouh.
The Government Council continued its session by reviewing the agreement on the transfer of convicted persons, initialed on July 16, 2024, in Laâyoune with the Government of the Republic of Malawi, along with Draft Law No. 51.24 approving the said agreement. This was presented by the Minister of Justice, Abdellatif Ouahbi, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, Nasser Bourita.
This agreement is part of strengthening friendly relations based on equality and mutual interest. It reflects the strong ties between Morocco and Malawi and their shared commitment to promoting cooperation in legal and judicial matters.
The agreement aims to enhance cooperation between the two countries in the transfer of convicted persons to facilitate their rehabilitation and reintegration into society. It provides them with the opportunity to serve their sentences within their communities, promoting the principles and values of human rights.
The Government Council meeting concluded with the review and adoption of proposals for senior appointments in accordance with Article 92 of the Constitution.
- At the level of the Ministry of Industry and Trade :
- Mr. Anouar Alaoui Ismaili was appointed Director of the National Agency for the Promotion of Small and Medium Enterprises.
- At the level of the Ministry of Higher Education, Scientific Research, and Innovation :
- Ms. Fatima Zahra Alami was appointed Dean of the Faculty of Legal, Economic, and Social Sciences of Aïn Chock-Casablanca.
- Ms. Souha Sahraoui was appointed Dean of the Faculty of Medicine and Pharmacy of Casablanca.
- Mr. Mohamed Chadi was appointed Dean of the Faculty of Legal, Economic, and Social Sciences of Mohammedia.
- Mr. Abdeslam El Bouari was appointed Dean of the Faculty of Sciences of Ben M’sik–Sidi Othmane.
- At the level of the Ministry of Youth, Culture, and Communication – Culture Department :
- Ms. Ghizlane Drous was appointed Director of Books, Libraries, and Archives.
- At the level of the Ministry of National Territory Planning, Urbanism, Housing, and City Policy :
- Mr. Mohamed Aabid was appointed Regional Inspector of Urbanism, Architecture, and Territorial Planning for the Casablanca-Settat region.
- At the level of the Ministry Delegate to the Head of Government in Charge of Digital Transition and Administrative Reform :
- Ms. Salma Tazi was appointed Director of Cloud Infrastructure and Offshoring at the Directorate General of Digital Transition.
- At the level of the High Commission for Planning :
- Mr. Rachid Zaman was appointed Director of Statistical Information Systems.
