Meeting of the Government Council on Thursday, December 14, 2023

• At the start of the Council's proceedings, the Government Council discussed and approved draft decree no. 2.23.1065 on the preparation and completion of the population and housing census in the Kingdom, and the conditions to be met by those taking part in the census, presented by Mr. Abdelouafi Laftit, Minister of the Interior.
• Subsequently, the Government Council deliberated and approved draft decree no. 2.23.746 amending and supplementing decree no. 2.18.1009 issued on 23 Chaabane 1440 (April 29, 2019) implementing law no. 17.99 on the Insurance Code, submitted by Mrs Nadia Fettah, Minister of the Economy and Finance.

The Government Council continued its work by deliberating and approving two draft decrees on the basic compulsory health insurance scheme, submitted by Mr Khaled Ait Taleb, Minister of Health and Social Protection, concerning:

• Draft decree no. 2.23.561 supplementing the appendix to decree no. 2.18.622 of 10 Joumada I 1440 (January 17, 2019) implementing law no. 98.15 relating to the basic compulsory health insurance scheme and law no. 99.15 establishing a pension scheme for categories of professionals, self-employed workers and unemployed persons, those carrying out a particular activity.
• Draft decree n° 2.23.562 implementing law n° 98.15 relating to the basic compulsory health insurance scheme and law n° 99.15 instituting a pension scheme for categories of professionals, self-employed and unpaid persons exercising a private activity, with regard to salaried employees appointed religious leaders.

The Government Council concluded its work by deliberating and approving proposals for appointments to senior positions in accordance with Article 92 of the Constitution.

• At the level of the Ministry of National Territory Planning, Land Planning, Housing and City Policy, the following have been appointed:
  • Mr. Amine Idrissi Belkasmi, Director of the Urban Agency of Marrakech;
• At the level of the Ministry of Higher Education, Scientific Research and Innovation, the appointment of :
  • Mr Abdullah Oulmaati, Dean of the Tangier Faculty of Medicine and Pharmacy;
  • Mr Mohamed Mediouni, Director of the School of Technology of Agadir;
• At the level of the Ministry of Youth, Culture and Communication - Culture Sector, the appointment of :
  • Mr. Mahdi Zouak, Director of the National Institute of Fine Arts.
