Meeting of the Government Council on Thursday, February 27, 2025

At the beginning of the Council's proceedings, the Head of Government extended, on behalf of all government members, his sincere congratulations and best wishes to His Majesty King Mohammed VI, Amir Al-Mouminine, as well as to the entire royal family and the Moroccan people, on the occasion of the holy month of Ramadan. He expressed his wish that this blessed month brings health and prosperity to all and contributes to strengthening the country's security and development.
In another context, the Head of Government praised the content of the royal message addressed by His Majesty King Mohammed VI to his loyal people regarding the non-performance of the Eid sacrifice ritual. He emphasized that this decision aims to replenish the national livestock, whose numbers have significantly declined due to consecutive years of drought in the country.
He also highlighted the royal solicitude, which reflects a desire to ease the financial burden on citizens while ensuring the observance of religious rites under the best conditions, taking into account necessities and the public interest.

• The Government Council then reviewed and adopted Draft Law No. 03.25 on Collective Investment Schemes in Transferable Securities (OPCVM), presented by the Minister of Economy and Finance, Ms. Nadia Fettah.
• The Government Council also reviewed and adopted Draft Decree No. 2.25.117, amending Decree No. 2.17.321 of July 17, 2017, which establishes a temporary directorate within the Ministry of Equipment and Water, responsible for supervising the development of National Road No. 1 linking Tiznit and Dakhla. This decree was presented by the Minister of Equipment and Water, Mr. Nizar Baraka.
• Subsequently, the Government Council reviewed and adopted Draft Decree No. 2.25.116, amending and supplementing Decree No. 2.10.624 of October 19, 2011, which reorganizes the Higher Institute of Dramatic Arts and Cultural Animation (ISADAC). This decree was presented by the Minister of Youth, Culture, and Communication, Mr. Mohamed Mehdi Bensaid.
   

The Government Council meeting concluded with the review and approval of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

• At the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests – Agriculture Department:
  • Mr. Majid Lahlou was appointed Inspector General.
  • Mr. Zakaria El Yaakoubi was appointed Director of Irrigation and Agricultural Land Development.
  • Mr. Hicham Rahali was appointed Director General of the National Agricultural Advisory Office.
  • Mr. Jaouad Bahaji was appointed President of the General Council for Agricultural Development.
• At the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests – Maritime Fisheries Department:
  • Mr. Brahim Boudinar was appointed Secretary General.
  • Mr. Abdellah El Moustatir was appointed Director of Maritime Fisheries.
  • Mr. Hassan El Filali was appointed Director of General and Legal Affairs.
  • Ms. Ilham Mennouni was appointed Director of Strategy and Cooperation.
  • Mr. Mohamed Najih was appointed Director of the National Institute of Fisheries Research.
• At the Ministry of Higher Education, Scientific Research, and Innovation:
  • Mr. Slimane Mahdad was appointed Director of Budget and General Affairs.
• At the Ministry of National Education, Preschool, and Sports – National Education and Preschool Department:
  • Mr. Houcine Kodad was appointed Inspector General.
