Meeting of the Government Council on Thursday, February 20, 2025

The Government Council met on Thursday, 21 Chaâbane 1446, corresponding to February 20, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to reviewing a sectoral presentation, examining several draft legal texts, acknowledging an international agreement, and studying proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the beginning of the meeting, the Government Council followed a presentation on the supply of the national market with food products during the month of Ramadan 1446-2025, delivered by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mr. Ahmed El Bouari.
In this context, the Minister reaffirmed the commitment of all stakeholders to ensuring the supply of national markets with agricultural products and strengthening quality control at all stages of commercialization, thereby guaranteeing a normal and regular supply of food products sufficient to meet the needs during this blessed month.
The Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests emphasized that the ministry remains fully committed, alongside all partners and professionals in the sector, to closely monitoring the supply situation of the market and ensuring quality control of products.

  • The Government Council then examined and adopted Draft Law No. 75.24, amending and supplementing Law No. 12.06 on standardization, certification, and accreditation, presented by the Minister of Industry and Trade, Ryad Mezzour.
  • Subsequently, the Government Council reviewed and adopted Draft Decree No. 2.24.920, establishing the National Commission for the Management of Nuclear, Radiological, Biological, and Chemical Risks, presented by the Minister of the Interior, Abdelouafi Laftit.

The Government Council continued its work by acknowledging a convention on the transfer of convicted persons, signed between the governments of Morocco and Austria on September 27, 2024, in New York, as well as Draft Law No. 64-24 approving this convention, both presented by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita.

The Government Council meeting concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests – Agriculture Department:
    • Mr. Abdeslam Ziyad was appointed Director of Strategy and Statistics.
    • Ms. Meryem Fares was appointed Director of Human Resources.
  • At the Ministry of National Education, Preschool, and Sports – National Education and Preschool Department:
    • Mr. Khalid Benichou was appointed Director of Legal Affairs and Litigation.
