Meeting of the Government Council on Thursday, November 7, 2024
The Government Council convened on Thursday, Joumada Al Oula 4, 1446 (corresponding to November 7, 2024), under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to reviewing several legal texts and examining proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the opening of the Government Council meeting, and on the occasion of the 49th anniversary of the glorious Green March, the Head of Government reviewed His Majesty's address, in which the Sovereign reminded the United Nations of its responsibilities in resolving the longstanding artificial dispute over the Moroccan Sahara. The Sovereign emphasized the “great difference between the realistic and legitimate paradigm, embodied by Morocco in its Sahara, and that of its opponents, based on an obsolete vision, detached from the real world and its developments,” in defense of the Kingdom’s territorial integrity.
On this occasion, he assured that all government components would be mobilized to continue defending the national cause, especially at this crucial moment for the issue of territorial integrity.
In this context, the Head of Government reiterated the message of His Majesty King Mohammed VI, who highlighted the important role of the Moroccan community abroad, like all components of Moroccan society, in defending the legitimacy of Morocco's sovereignty over the Sahara and the sacred symbols of the Nation. In this speech, the Sovereign urged the government to transform the approach to managing affairs of the Moroccan community abroad by restructuring the institutional framework of the "Council of the Moroccan Community Abroad" and establishing the "Mohammedia Foundation for Moroccans Living Abroad."
In line with the Royal Directives, the government will work with the required seriousness and speed to implement the Royal Vision, ensuring coordination and convergence in responsibilities to meet the new needs of the Moroccan community abroad.
In this regard, the Head of Government announced the first meeting with the relevant ministerial departments to be held this Thursday, dedicated to examining the institutional and legal mechanisms needed for optimal implementation of the Royal Directives. A corresponding action plan will be established for the restructuring of institutions related to the affairs of the Moroccan community abroad, in alignment with the High Vision of His Majesty.
- The Government Council then reviewed and approved draft law No. 54.23, amending and supplementing law No. 65.00 regarding Basic Compulsory Health Insurance (AMO) and other specific provisions (new version), presented by the Minister of Health and Social Protection, Amine Tahraoui.
- Following this, the Government Council reviewed and adopted decree No. 2.24.1009, approving figures defining the legal population of the Kingdom, presented by the Minister of the Interior, Abdelouafi Laftit.
The Government Council meeting concluded with the review and approval of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
- Within the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests:
- Tawfik El Achchabi was appointed Director of Production Chain Development.
- Within the Ministry Delegate in Charge of Investment, Convergence, and the Evaluation of Public Policies:
- Mohamed Sabiri was appointed Director of the Fès-Meknès Regional Investment Center.
- Salmane Belayachi was appointed Director of the Casablanca-Settat Regional Investment Center.
- Mounir El Houari was appointed Director of the Dakhla-Oued Eddahab Regional Investment Center.
