Meeting of the Government Council on Thursday, January 16, 2025

The Government Council met on Thursday, 15 Rajab 1446, corresponding to January 16, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting focused on reviewing several draft legal texts, international agreements, and proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • First, the Government Council reviewed and adopted Decree No. 2.24.1133, concerning the establishment of remuneration for services provided by the National Institute of Registries and Legal and Judicial Professions, presented by the Minister of Justice, Abdellatif Ouahbi.
  • The review of Decree No. 2.24.643, relating to the procedures for appointing members of the High Health Authority Council, was postponed to a subsequent Government Council meeting.
  • Next, the Council reviewed and adopted Decree No. 2.24.642, which applies the provisions of Article 32 of Law No. 07.22 on the establishment of the High Health Authority, presented by the Minister of Health and Social Protection, Amine Tahraoui.
  • The Council then reviewed and adopted Decree No. 2.24.1145, amending Decree No. 2.93.66 of 14 Rabi II 1414 (October 1, 1993), which was enacted pursuant to Law No. 016.89 on the practice of the profession of architect and the establishment of the National Order of Architects, presented by the Minister of Territorial Development, Urban Planning, Housing, and Urban Policy, Fatima Ezzahra El Mansouri.
     

The Government Council continued its work by reviewing international agreements, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita. These included:

  • The agreement signed between the Government of Morocco and the African Union of the Blind (AFUB) on March 19, 2024, in Rabat, for the establishment of the Union’s permanent headquarters in Morocco, as well as the draft Law No. 28.24 approving this agreement.
  • The headquarters agreement signed between the Government of Morocco and the Islamic World Organization for Education, Science, and Culture (ICESCO) on May 4, 2024, in Banjul, along with draft Law No. 31.24 approving the annex of this agreement.
     

The Government Council concluded its meeting by reviewing and adopting proposals for senior-level appointments, in accordance with Article 92 of the Constitution.

  • At the Ministry of Territorial Development, Urban Planning, Housing, and Urban Policy:
    • Mr. Mohamed Naainiaa was appointed Director of the Urban Agency of El Kelâa des Sraghna-Rhamna.
  • At the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy – Tourism Department:
    • Ms. Zohra Tazi was appointed Director of Strategy and Cooperation.
  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Mr. Lahcen Bammou was appointed Director of the Higher School of Technology in Ouarzazate.
  • At the Ministry of National Education, Preschool, and Sports – National Education and Preschool Department:
    • Mr. Moulay Youssef Azhari was appointed Head of the General Directorate of Pedagogical Action.
    • Mr. Hsain Oujour was appointed Director of the School of Second Chance and Inclusive Education.
  • At the Ministry of Youth, Culture, and Communication – Culture Department:
    • Ms. Samira El Malizi was appointed Director of the National Library of the Kingdom of Morocco.
