Government Council Meeting on Thursday, January 23, 2025

The Government Council convened on Thursday, Rajab 22, 1446, corresponding to January 23, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to reviewing several draft legal texts, considering international agreements, and discussing proposals for appointments to senior positions in accordance with Article 92 of the Constitution.

  •  Initially, the Government Council reviewed and adopted draft law no. 73.24 amending and supplementing law no. 38.15 related to judicial organization, presented by the Minister of Justice, Abdellatif Ouahbi.
  • Subsequently, the Council examined and approved draft decree no. 2.23.1195 regarding the status of scientific attachés at the Ministry of Health, presented by the Minister of Health and Social Protection, Amine Tahraoui.
  • Additionally, the Council reviewed and approved draft decree no. 2.23.969 concerning inland water aquaculture, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Ahmed Bouari.
     

The Government Council continued its proceedings by examining international agreements presented by the Minister of Youth, Culture, and Communication, Mohamed Mehdi Bensaid, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita. These included:

  • Convention no. 185, revising the 1958 convention on seafarers’ identity documents, as amended by the General Conference of the International Labour Organization at its 91st session held in Geneva on June 19, 2003, along with draft law no. 63.24 approving the convention.
  • The second convention, concerning the 2002 Protocol to the 1974 Athens Convention related to the carriage of passengers and their luggage by sea, adopted on November 1, 2002, in London, alongside draft law no. 62.24 approving the protocol.
     

The meeting concluded with the review and adoption of proposals for senior appointments in line with the provisions of Article 92 of the Constitution.

  •  In the Ministry of Higher Education, Scientific Research, and Innovation:
    • Abdelaziz Aït El Mekki was appointed Dean of the Faculty of Sharia in Agadir.
    • Mustapha Stitou was appointed Dean of the Faculty of Sciences in Tetouan.
  • In the Ministry of Foreign Affairs, African Cooperation, and Moroccan Expatriates:
    • Abdellah Benmalek was appointed Director General of Economic Diplomacy and Cultural Development.
    • Hicham Ghaziri was appointed Director General of Administrative and General Affairs.
  • In the Ministry of National Education, Preschool Education, and Sports:
    • Mohamed Cherif Essaleh was appointed Director of Programming, Budget, and Management Control.
