Meeting of the Government Council on Thursday, March 13, 2025

The Government Council convened on Thursday, 12 Ramadan 1446, corresponding to March 13, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the review of a sectoral presentation, the examination of several legal texts, and the study of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the beginning of the session, the Government Council followed a presentation on the government’s activities in its relations with Parliament during the October 2024-2025 session of the eleventh legislature (2021-2026), delivered by the Minister Delegate in charge of Relations with Parliament and Government Spokesperson, Mustapha Baitas.
In this context, the Minister emphasized the government's commitment to strengthening its engagement with Parliament, particularly through constructive cooperation and continuous communication, while respecting the principles of separation, collaboration, and balance of powers. He also highlighted the importance of positive and fruitful interaction with parliamentary initiatives to reinforce the role of the legislative institution.
Regarding legislative activity, the total number of laws definitively adopted by Parliament during this legislative session amounts to thirty-six (36). Concerning written questions, the government responded to 63.48% of them during the October 2024-2025 session of the fourth legislative year.
- The Government Council then examined and adopted Decree No. 2.25.149, amending Decree No. 2.09.442 of 4 Muharram 1431 (December 21, 2009), concerning the creation of the Kenitra Industrial Acceleration Zone (ZAI), presented by the Minister of Industry and Trade, Ryad Mezzour.
- Subsequently, the Council reviewed and approved Decree No. 2.25.150, amending Decree No. 2.19.345 of 18 Ramadan 1440 (May 24, 2019), regarding the creation of the Tanger Tech Free Export Zone, also presented by Minister Ryad Mezzour.
The Council continued its work by reviewing two international agreements and a related draft law, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, Nasser Bourita. These include:
- The cooperation agreement in fisheries and aquaculture between the Kingdom of Morocco and the Republic of Benin, signed in Cotonou on February 15, 2024, along with Draft Law No. 15.24 approving the said agreement.
- A cooperation agreement in higher education, scientific research, and innovation between Morocco and Angola.
The Government Council meeting concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
- Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests – Agriculture Department:
- Ms. Loubna El Mansouri appointed as Director of Information Systems.
- Mr. Mohamed Ouhssain appointed as Financial Director.
- Ministry of Higher Education, Scientific Research, and Innovation:
- Mr. Ahmed Allali appointed as Dean of the Faculty of Legal, Economic, and Social Sciences of Tangier.
- Mr. Hassan Tabyaoui appointed as Dean of the Multidisciplinary Faculty of Taza.
- Mr. Samir Bouzouita appointed as Dean of the Faculty of Letters and Human Sciences Saïs-Fès.
- Mr. Maarouf El Bekkay appointed as Dean of the Faculty of Sciences of Oujda.
- Mr. Mustapha Machrafi appointed as Dean of the Faculty of Legal, Economic, and Social Sciences of Salé.
- Ms. Leila Maziane appointed as Dean of the Faculty of Letters and Human Sciences Ben M’sik - Sidi Othmane.
- Ministry of National Education, Preschool, and Sports – Department of National Education and Preschool:
- Ms. Ouafae Chakir appointed as Director of the Regional Academy of Education and Training for the Tangier-Tetouan-Al Hoceima region.
- Mr. Ahmed El Krimi appointed as Director of Training and Skills Development.
- Ministry Delegate in charge of Relations with Parliament:
- Mr. Hamid Benchrifa appointed as Director of Relations with Civil Society.
