Council of Government of Thursday 03 November 2022

On Thursday 8 Rabii  2 1444, corresponding to 03 November 2022, the government held a Council of Government , chaired by Head of Government Mr. Aziz Akhannouch, to present sectoral presentations, the first relating to the most important developments of the draft law on civil procedure, the second on the implementation of workshops for the reform of the national health system and the third on the promotion of energy saving,  and to deliberate and approve a number of draft legal texts and proposals for appointment to high-level posts in accordance with article 92 of the Constitution.

  • The Council of Government examined and approved Draft law No. 40.22 on determining the number of independent directors and the conditions and modalities of their appointment to the legislative bodies of public enterprises, presented by Ms. Nadia Fettah, Minister of Economy and Finance.
  • Subsequently, the Council of Government deliberated and approved draft Decree No. 2.22.778 amending Dahir No. 1.63.038 of 5 Chaoual 1382 (1 March 1963) on the special status of administrators of the Ministry of the Interior, presented by Mr. Abdelouafi Laftit, Minister of the Interior.
  • The Council of Government continued its work by deliberating and approving draft Decree No. 2.22.630 laying down the conditions for the use of Equipment and machinery likely to harm the health of employees or endanger their safety, presented by Mr. Younes Sekkouri Oubahsso, Minister of Economic Inclusion, Small Business,  of Employment and Skills. 
     

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

  • At the level of the Ministry of Economy and Finance, the following have been appointed:
    • Mr. Abdellatif Amrani, Director General, Customs and Indirect Taxes Administration;
    • Mr. Nabil Lakhdar, Secretary-General, Ministry of Economy and Finance; 
    • Mr. Younes Idrissi Kaitouni, Director General of the Directorate General of Taxes (DGI).
  • At the level of the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests - Agriculture Department, are appointed:
    • Mr. El Mehdi Rifi, Director General of the Agricultural Development Agency;
    • Mr. Bilal Hajjouji, Director of Education, Training and Research.
  • At the level of the Ministry Delegate to the Head of Government in charge of investment, convergence and evaluation of public policies, the appointment of: 
    • Mr. Ghali Skalli, Director General of Investment and Business Climate;
    • Mr. Zakaria Ferhat, Director of Communication, International Cooperation and Partnerships;
  • At the level of the Ministry of Equipment and Water, the appointment of:
    • Mr. Abdelkabir Zahoud, Director-General, National Society for the Study of the Strait of Gibraltar.
