Meeting of the Council of Government on Thursday 1 December 2022

Subsequently, the Council of Government deliberated on five draft laws, presented by Mr. Khalid Ait Taleb, Minister of Health and Social Protection, namely: 

• Draft law No. 07-22 establishing the High Authority for Health, which is part of the implementation of the royal directives calling for a review of the health system, and activating the pillars of the announced reform of the health system, including the pillar related to governance, and in accordance with the provisions of Article 32 of Law No. 06-22 on the national health system. 
• Draft law No. 22-08 establishing territorial health groups, which is part of the implementation of the provisions of Article 32 of the Law - Framework No. 06-22 on the national health system.
• Draft law No. 09-22 on the essential guarantees granted to human resources in the health professions, which is part of the application of the provisions of Article 23 of Law No. 06-22 on the national health system
• Draft Law No. 10.22 establishing the Moroccan Agency for Medicines and Health Products, which is part of the implementation of the provisions of article 32 of the law - Framework No. 06.22 on the national health system.
• Draft Law No. 11.22 establishing the Moroccan Agency for Blood and Blood Products, which is part of the implementation of the provisions of article 32 of the law - Framework No. 06.22 on the national health system.
• Subsequently, the Council of Government deliberated and approved draft Decree No. 2.22.964 appointing State representatives to the Board of Directors of the National Agency for the Strategic Management of State Contributions and Monitoring the Performance of Public Institutions and Enterprises, presented by Ms. Nadia Fettah, Minister of Economy and Finance.
   

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with article 92 of the Constitution.

• At the level of the Ministry of Justice, the following persons have been appointed:
  •  Mr. Abderrahim Miad, Secretary-General;
• At the level of the Ministry of Equipment and Water, the appointment of: 
  • Ms. Narjiss Lamarti, Director of the Moulouya Hydraulic Basin Agency;
• At the level of the Ministry of National Territory and Urban Planning, Housing and City Policy-Department of Housing and City Policy, the appointment of: 
  • Ms. Safae Boumrah, Director of Human Resources, Financial and Corporate Affairs;
• At the level of the Ministry of Agriculture, Fisheries, Rural Development and Water and Forestry, the following are appointed: 
  •  Mr. Jamal Mimouni, Director of the Regional Office for Agricultural Development (ORMVAG) of Tafilalet;
• At the level of the Ministry of Industry and Trade, the appointment of: 
  • Mr. Akram Alaoui, Director of Industrial, Commercial, Technological and Research and Development Infrastructures;
• At the level of the Ministry of Higher Education, Scientific Research and Innovation, the appointment of:
  •  Mr. Mustapha Abou Maarouf, President, Sultan Moulay Slimane University, Beni Mellal;
• At the level of the Ministry of Energy Transition and Sustainable Development, the appointment of:
  • Mr. Omar Oussouaddi, Director of the National School of Mines of Rabat;
